| Since the mid-1960 s,a large-scale infrastructure construction,called the Third-Front construction.It based on industrial transportation and national defense technology.Under the careful organization and unified command of the central and local Party committees and governments at all levels.We have constructed a transportation industry with railway,highway and waterway as the network,an energy industry with coal,hydropower and thermal power as the main body,a raw material industry with steel and non-ferrous metals as the focus;a machinery manufacturing industry with power generation,machine tool and automobile as the representative,an electronic industry with components,communication and guiding equipment as the backbone,and a national defense science and technology industry characterized by strategic weapons and light and heavy military equipment,all of these different forms of industries have formed considerable production capacity.The Third-Front construction plays in important roles to the development of national economy and the modernization of national defense.From the perspectives of history,philosophy and sociology,this paper adopted the method of historical data analysis,focusing on the Third-Front construction and technology transfer problem,analyzing the whole process of technology transfer of third line construction,including the theoretical basis,main causes,development process,main characteristics,transfer mode,transfer mechanism and transfer effect.Using the method of combining theory with practice,this paper combines the basic elements of technology transfer,the environmental factors that affect technology transfer,and the adjacent behavior in the process of technology transfer with the practical application of the Third-Front construction.In addition,this paper utilized some basic theories of technology transfer comprehensively,such as the gap theory,supply and demand theory,gradient and jump theory,making an in-depth study on the driving force of the Third-Front construction.Taking the method of historical research and comprehensive analysis,this paper analyzed the political,military and economic background of the Third-Front construction from the perspective of technology transfer,summarized and analyzed the basic industrial technology,national defense science and technology industry technology,transportation,post and telecommunications construction technology transfer status and transfer form in each development stage of the third-line construction.Then,it summarized the main characteristics of technology transfer supply,such as directionality,project selectivity and process innovation.Based on the quantitative and qualitative analysis method,this paper summarized and put forward the basic modes of technology transfer in Third-Front construction,which are technology carrier transfer mode of physical type,intelligent type and human type;technology content transfer mode of transplantation type,grafting type and cultivation type;and technology function transfer mode of process type,product type and material type.Taking a large number of historical facts and using oral interviews to collect first-hand historical data.This paper comprehensively analyzed the effects of the Third-Front construction technology transfer from the perspective of technology transfer;highlight that the technology transfer laid a solid foundation for the development of innovative technology from the perspective of rapid development of high-end technology industry,the remarkable achievements from the construction of key projects,and the achievements of regional cooperative industries;demonstrated the role of science and technology transfer in promoting the development of regional economy from the aspects of economic and technological cooperation between third-line region and first-line region,the combination of military and civil technologies,and giving full play to the advantages of scientific and technological;clarified the role of science and technology transfer in promoting the construction and development of third-line cities,from the aspects of the rise and the development of new industrial cities,the urbanization of small and medium-sized cities,and the large-scale of economic development of central cities.And this paper adopted the case-study method,taking the national defense science and technology industry of Guizhou Province as an example.It analyzed the industry,policy and talent "ecosystem" formed by the national defense technology transfer industry system from the development process and the actual effect of technology transfer.In the end,this paper closely integrated with the practice of the Third-Front construction,and summarizes the problem and the main experience of the Third-Front construction technology transfer.It also puts forward practical inspirations for improving the infrastructure of the national technology transfer system,broadening the channels for technology transfer,improving policies and supporting guarantee,and has a strong ideological and practical guidance,which will guide us to implement the innovation driven development strategy,and make our due contribution to the realization of the party’s goal of building a strong military in the new era and building a world-class military. |
