Technological progress often is relatively prominent when economy in Shanxi is in a relatively leading position while Shanxi is relatively lack in the technical and innovation level, its economic development’s lagging behind with the National. Focusing on basic education and scientific research and innovation as well as increasing investment in human capital will promote the restructuring development of Shanxi’s economy.Previous economic transformation analysis of Shanxi shows that the long-term restructuring development of Shanxi’s economy is unique in line with the general laws of historical development of mankind evolution, Relative to revolutionary economic changes in the historical periods, current economic transformation of Shanxi is the new exploration of a unique local transformation model, the attempt of a resource-based economy transformation development, as well as the deepening reform of the market economic system and institutional mechanism.
