Research On Developmental Social Policy From The Perspective Of Management Philosophy

Development is an universal human theme,and surely the greatest challenges of our time.With the acceleration of modernization,the traditional social policy’s linear unitary materialized supply model has intensified the contradiction between fairness and efficiency,it also alienated people in the management because of the welfare trap which lead to management crises.This crisis creates conflict with the modernization process,making it an urgent issue for educational circle and governments around the world.The concept of Developmental Social Policy was proposed in the 1990 s to solve this management crisis.The developmental social policy provides guidance to the interaction between social welfare development and social development at the conceptual level.At a practical level,it provides a developmental perspective on global problems such as poverty,social exclusion,population aging and declining birth rates and attracting wide attention from academia and governments around the world.The focus of attention actually aims at the effectiveness of theory to guide practice--that is,how the development-oriented social policy plays a role in correcting the traditional social policy in the management field.The introduction of developmental social policies into the field of management brings new problems and challenges to management,which directly point to the ultimate value of management which is the development of management and human development.Therefore,it is necessary to make a systematic study of the developing society from the perspective of management philosophy.Developmentalsocial policy is used by the countries and governments to deal with the risk of diversification and uncertainty in our society,and maintaining social equity and economic development.To seek the productivetransformation of social policy,human resources investment as the main tool to achieve the top-level system design and arrangement of social welfare.The developmental social policy from the perspective ofmanagement philosophy is a management tool to deal with socialrisks and solve social problems in the field of social management,and governed by the government and cooperates with social organizations to provide welfare services,such as human education and training as the main content,and use them to maintain social justice and promote the development of society.So,we can see thatdevelopment-oriented social policy is an innovate policy tools made by thegovernment which is used to fix the shortcomings of traditional social policy management.The developmental social policy from the perspective of management philosophy is a management tool for the government to deal with social risks and social problems in social management.It is led by the government and cooperates with social organizations to provide welfare services for human education and training as the main content to maintain social justice.Starting from the basic stipulation of the development-oriented social policy,this paper analyzes the essential characteristics and main contents of the development-oriented social policy as a management tool,and then analyzes the important value of the existence and operation of the development-oriented social policy for the management development,and rationally and critically analyzes the drawbacks caused by the development-oriented social policy to the management and proposes solutions.This paper discusses how to lay the practical foundation of social welfare with instrumental rationality,guide the unity of individual goodness and social goodness with value rationality,enhance the effect of social welfare with public rationality,break through the inherent limitations policies in management and sustainable development at the level of unity of "fact-value",enables it to promote modern management at the "fact-value" level,and analyze its referential significance for the reform of China’s social security system,in order to ensure the harmonious development of society and promote the happiness of people’s livelihood!...
