India’s Ocean Policy Study

India’s ocean policy is the concrete manifestation of India’s ocean strategy in different historical development stages.Therefore,the study of India’s ocean policy and its development and changes is of great significance to the in-depth understanding and accurate grasp of India’s ocean strategy.This paper takes the "Look South" policy,"Look East" policy,"The Indian Ocean Rim Association","Monsoon Program",and "International North-South Transport Corridor" as the main research objects,and carries out a systematic and in-depth analysis and discussion on India’s ocean policies and their development and changes.This paper divides the basis of India’s ocean policy into theoretical basis and geopolitical basis.Among them,the theoretical basis is composed of India’s great power thought and ocean thought,which provide important ideological support for the development of India’s ocean policy.Based on the analysis of India’s great power thought and ocean thought,this paper expounds the origin,formation and evolution of the theoretical basis of India’s ocean policy.The geopolitical basis can be divided into three parts: India’s landward geopolitical background,sea-ward geopolitical background and India’s ocean strategic interests,which provide a realistic basis for the development of India’s ocean policy.This paper analyzes India’s geopolitics from many angles and discusses the relationship between India’s geopolitics environment and India’s ocean policy.The "Look South" policy not only pioneered India’s expansionary ocean policy,but also imprinted on Indira Gandhi and Rajiv Gandhi.This article respectively to "Look South" diplomatic background,the connotation of " Look South " policy,as well as the implementation of the " Look South " policy carried out a detailed analysis,through the analysis of the important strategic position of the Indian Ocean in the world,India’s "Look South" policy impetus,the concrete implementation and effects of the policy of " Look South ",reveals the heart of India’s " Look South " policy goal is to control the Indian Ocean.In the analysis of the effectiveness of the " Look South" policy,the development and utilization of Andaman and Nicobar islands are analyzed emphatically,which also becomes the highlight of India’s " Look South " policy.The "Look East" policy was a major shift in the development of India’s ocean policy in the 1990 s.This paper analyzes the diplomatic background of "Look East",the connotation of "Look East" policy and the implementation of "Look East" policy in detail.By analyzing the mutual demand relationship between India and ASEAN and the interweaving state of India’s and China’s strategic interests,therefore this paper reveals the motivation of India’s "Look East" policy.Through the analysis of the concrete implementation and effectiveness of India’s "Look East" policy,the paper shows the transformation trajectory of the goal of India’s "Look East" policy,that is,from the initial goal of strengthening economic ties with its Southeast Asian neighbors to the final attempt to get involved in the affairs of the western Pacific.In addition,this paper also analyzes the relationship between India’s "Look East" policy and the strategic pattern of Asia-Pacific,Indo-Pacific and its influencing factors.From any point of view,the "Look East" is an important attempt for India to shift its focus from the Indian Ocean to the Pacific Ocean,which is of great significance to the development of India’s ocean policy."The Indian Ocean Rim Association" occupies an important position in India’s ocean policy.This paper analyzes the background and connotation of the "The Indian Ocean Rim Association" respectively.Through the analysis of the power of "The Indian Ocean Rim Association",India in the "The Indian Ocean Rim Association" under the framework of specific actions,the relationship between India and "The Indian Ocean Rim Association",show the importance of "The Indian Ocean Rim Association" to India,namely "The Indian Ocean Rim Association" give India a starting platform,provides a solid guarantee to expand its international influence.The Indian navy is the basic guarantee of India’s ocean policy.Through unremitting efforts,the Indian navy has made great progress in military equipment,institutional configuration and ideological construction,making outstanding contributions to the realization of India’s maritime strategic goals.However,it cannot be ignored that the Indian navy still has many shortcomings and challenges,which are the key factors object.This paper,for the first time,cites the relevant materials of the "International North-South Transport Corridor",and carries out a detailed analysis on the connotation of the "International North-South Transport Corridor" and the impact of the "International North-South Transport Corridor".Through the analysis of the establishment process of the "International North-South Transport Corridor",the operation mechanism of the "International North-South Transport Corridor" and the key fulcrum of the "International North-South Transport Corridor",the paper reveals that the "International North-South Transport Corridor" is an important extension of India’s "Look South" policy.The Indian navy has dual attributes for India’s ocean policy,namely,instrumental attributes and safeguard attributes.This paper discusses the issue of "Indian navy construction" in compliance with guarantee attributes.By combing the development course of Indian navy for more than half a century and analyzing the configuration of Indian maritime power,the paper points out the shortcomings and challenges of Indian navy as the basic guarantee of its maritime policy.In the summary part,this
