The Issue Of Refugees In Southeast Asia From The Regional Governance Perspective

The issue of refugees in Southeast Asia can be traced back to the period of colonial rule.The negative influence of the ruling policies in politics,economy and society and other factors during this period has laid a hidden danger to the issue of refugees and its governance.In the 20^th century,it experienced a period of the aggression wars and the independence movements in Southeast Asia.The issue of refugee broke out in the regional environment with war as the theme,and its influence has continued to the new century.In the new century,the issue of refugee gradually intertwined with political,economic,non-traditional security and other issues.The complexity of refugee issue only makes its governance more difficult,but also forms a relatively diversified governance model.With more open and inclusive diplomatic strategy in Southeast Asia,the activity of extraterritorial countries and international organizations in the region has enhanced,and this region has made rapid development under internal and external interaction,which adds complexity to the refugee issue in the region to a certain extent.It also makes it increasingly difficult to find solutions.With the change of regional and international situation,especially the severity of regional and global non-traditional security threats,the governance of refugees has become increasingly serious and urgent.In this case,this paper makes an in-depth study onthe issue of refugee in Southeast Asia and its regional governance from the theoretical perspective of regional governance.At the same time,it conforms the needs of the current international and regional hot spots of governance,and provides some useful ideas for solving the refugee problem in Southeast Asia,which has certain theoretical and practical significance.The main contents of this paper are as follows:First,it probesinto the origin of the issue of refugees in Southeast Asia,and then analyzing the manifestation and impacts of this issue.Second,it probes into the process of regional governance of the refugee issue in Southeast Asia,to understand the influencing factors behind the regional governance and its model evolution,so as to explore the relevant mechanism of regional governance.Third,based on the factors such as security,effectiveness,identity,this paper evaluates the effectiveness of regional governance,summarizes its positive results,and analyzes its governance dilemma.Fourth,it takes the case study,which selects two cases from different times to compare and further discusses the conditions of regional governance.Fifth,based on the research of the refugee issue and its governance process in Southeast Asia,the paper makes further prediction on the development trend of the issue and its regional governance,and analyzes its impact on China from a practical perspective as well as the response thinking.Through the above research,this paper argues that:firstly,the issueof refugeesin Southeast Asia is mainly affected by colonialism,war,imbalance of national governance policy and other factors,which affects traditional security and non-traditional security,social economy,regional cooperation,regional identity and regional integration under the national,regional and global level.Secondly,the regional governance of the refugee issue in Southeast Asia has gone through the embryonic,the exploration and the development period.The regional governance model of the refugee issue in Southeast Asia is diversified,which its regional governance subjects include ASEAN-based governance subjects,subregional cooperation mechanisms and some potential governance entities.And then it gradually forms the unilateral and bilateral cooperation governance mechanism dominated by the state,many meetings and cooperation mechanisms under the ASEAN Framework,and sub-regionalcooperation mechanism.Although there is no mechanism of regional cooperation specifically for refugee governance,the existing regional cooperation mechanisms in such areas as counter-terrorism,ecology,humanitarian assistance,poverty reduction and other related fields and their cooperation mechanisms can play a certain auxiliary role in promoting refugee governance.Thirdly,it has made achievements in regional governance of refugee issues by ASEAN and its member states making continuous exploration,including strengthening national and regional security,formulating effective cooperation mechanisms,enhancing national and regional image,deepening regional identity and integration,and promoting economic growth to provide governance impetus.Fourthly,the regional governance of the refugeesissuein Southeast Asia is also faced with the dilemma:the defects of institutional involvement and implementation,the demands and conflicts of stakeholders,the relatively weakness of social participation,and the interwoven problems of non-traditional security such as terrorism,drugs,human trafficking and so on.Fifthly,the scope of ASEAN’s functions and the role it plays,to a certain extent,affect the role that ASEAN can play as the main body of regional governance;the lower the degree of exclusiveness of governance objects,the greater the possibility of regional governance success,and vice versa;the deeper the degree of legitimacy,common interests and concepts,regional identity and other factors obtained by governance subjects,the more possibility of successfulregional governance will be achieved.Sixth,the combination mode of national governance and regional governance will be dominant,and the relevance between regional governance and ASEAN integration will be strengthened,and a multi-level system of national,regional and global governance will gradually be formedin the future process of regional governance.In addition,theissue of refugees in Southeast Asian not only has a political,economic and social impact on all countries and people in the Southeast Asia region,but also has an impact on China,which is located in the neighboring countries of this region.China should strengthen its response to the issue of refugees in Southeast Asia,clarify China’s role in this issue,and properly deal with the multi-faceted impacts caused by thisissue.
