| Nowadays,a new round of scientific and technological revolution is deepening with the combination of great changes unseen in a century and the centurial epidemic.Digital economy has become the commanding heights for all countries.The innovative application of the new-generation information technology,such as Big Data,blockchain and artificial intelligence,is the key to the vigorous development of digital economy.It has also become the focus and competitive point for all countries to promote sustainable economic and social development,and is playing an increasingly important role in promoting economic and social development,meeting people’s ever-growing needs for a better life,and modernizing the national governance system and governance capacity.At present,data has become a new factor of production and its importance is becoming increasing prominent.Data has emerged as an infrastructural,strategic and guiding resource and play a crucial role in the new development situation.Data governance is a theoretical and practical model that controls and optimizes the data as a specific form of resource based on their value attributes.Under the current framework,data governance is a process of maximizing the value of data through collaborative governance,in the form of data openness,and on the premise of data privacy and security.Open Government Data(OGD)mentioned in this paper refers to the process that public sectors integrally open up the governed data sets within the corridors of laws and regulations.The research of OGD,especially OGD of China,from the perspective of data governance refers to constructing and improving OGD system based on data governance methodology,thereby improving the quality of government data,promoting the data circulation,strengthening the data application,raising the data value,and finally modernizing the national governance system and the governance capacity.Started with data governance and combined with the state-of-the-art theories of public administration,this paper systematically makes researches on the factors influencing OGD from the perspective of data governance through methods including model construction and validation,case study,and data analysis.The research ideas are developed based on "one main line,four questions ".The "one main line" refers to the research on the factors influencing OGD from the perspective of data governance.The "four questions" are discussed and solved from the logical progressive relationship of "raising problems,analyzing problems,and solving problems".Four questions are discussed and solved step by step around the main line,namely: can the relevant concepts be clarified to analyze the existing problem;can the influencing factors be sorted out to construct an analytical framework;whether the empirical research can verify the influencing factors and how to influence;and whether it is possible to find the problems and propose countermeasures.The structure of this paper corresponds to the above research ideas.Firstly,this paper analyses the concepts and connotations of data governance and OGD through the theoretical and practical research.The theoretical development process,goals,principles,and relevant models of data governance are sorted out.It summarizes and refines the core framework and perspectives of data governance,discusses the logical coupling between data governance and OGD,and initially explores the factors influencing OGD from the perspective of data governance.Secondly,the paper explains the principles and characteristics of OGD by analyzing the domestic and international practice of OGD combining with theoretical research.Based on the logical deduction of data governance theory and practice,the paper initially constructs a “functional framework” and analytical framework of OGD from the perspective of data governance in China.The analytical framework will also be further supplemented and improved through maturing index system and related theory reference,expert interviews,keyword clustering analysis and other methods.Thirdly,empirical research is carried out on the basis of model construction with the application of structural equation model to analyze data.The paper accurately locates the key factors influencing China’s OGD through the regression analysis comparing comparative analysis of sub-regions,sub-sectors,and sub-institutions.The regularity analysis of influencing factors with empirical data is conducted to draw conclusions and thinking.Finally,based on the aforementioned discussion,the paper analyses current situation and existing problems of OGD from the perspective of data governance and proposes specific and operative policy recommendations.In addition,an evaluation framework and indicator system for OGD from the perspective of data governance is attached in the appendix.It is explored the expandability and applicability to evaluate the data openness in all provinces of China.It is found that there is a strong logical coupling between data governance and OGD.The theoretical research framework,objectives and principles of data governance provide a methodology and perspectives for researching OGD related issues and developing OGD practices.Based on theoretical and empirical research,this paper constructs a data governance framework to analyze the factors influencing government data openness(first-level indicators include strategic policy,data resources,platform organization,utilization effectiveness,innovation guarantee and security protection).Among the first-level indicators,platform organization and security protection constitute the two most important factors affecting the completeness and effectiveness of OGD.Strategic policy and innovation protection have certain promoting effect on realizing the data openness,while data resources mainly influence the efficiency of OGD.Meanwhile,the study finds that establishing and improving a unified OGD platform centering around provincial departments will effectively play the role of policy regulation and improve the efficiency of OGD,which is a key step to implement OGD in China at present. |
