Research On Community Party Building In The New Era

Since the 18^thNational Congress of the Communist Party of China,with the continuous progress of urbanization,the urban-rural dual structure has gradually disintegrated.Due to the expansion of the old urban area or the establishment of development zones,the number of communities has been increasing and their scale has been expanding.Some emerging communities,especially transitional communities,have many problems such as the complex personnel structure,diverse interests demands,multiple social issues and difficult governance.The community party building work is facing some problems,such as the resource dispersion of grass-roots organizations,the imperfect function of interest gathering and expression,the attenuation of leaders’function and so on,which put forward new challenges and requirements for the work of community party building.This paper has conducted a systematic and in-depth analysis and research on community party building in the process of urbanization,elaborated on the connotation,task,function and theoretical basis of community party building,deeply analyzed the complexity and challenges of community party building in the context of urbanization,and conducted a detailed analysis of achievements,accumulated experience,current problems and reasons of community party building in the process of urbanization,and proposed optimization suggestions on this basis.This study has important theoretical value and practical significance in promoting the practice of community party building,strengthening the construction of grass-roots party organizations,consolidating the ruling foundation of the party at the grass-roots level and promoting the modernization of the grass-roots governance system and governance capacity foundation.This paper consists of the introduction and five chapters.The main contents include:The introduction part discusses the research background and significance of community party building,summarizes and evaluates the relevant research achievements in community party building at home and abroad,and on this basis,clarifies the research ideas,research methods and main innovation points of this paper.The first chapter discusses the relevant concepts and theoretical basis of community party building.Firstly,it clarifies the basic connotation of community,and clarifies the concept and type of community.Then,it systematically expounds the concept,task and function of community party building.Finally,it summarizes the relevant theoretical basis of this study,including the classical Marxist thought of grass-roots party building,the Chinese Marxist thought of grass-roots party building and so on.The second chapter expounds the development process and main models of community party building.Firstly,it introduces the development process of urbanization in China and the development process and connotation characteristics of community party building.Then,it analyzes the complexity of community party building work,including more diverse interests and appeals of community residents,the new situation and challenges faced by community party building work,and so on.Finally,it elaborates on several major party building models in China and the basic measures taken for JDXC community party building work.The third chapter summarizes and analyzes the achievements and basic experience of community party building since the 18^thNational Congress.Through the combination of analyzing empirical research materials and specific practices,the main achievements of community party building work are briefly summarized:the construction of grass-roots party organizations has been continuously strengthened,further clarifying the leadership position of the Party in grass-roots social governance,more closely connects with the masses,and establishes flesh and blood ties with the masses.The basic experience of community party building work includes:researching and formulating policies from a practical perspective,grasping the key points to develop a"grounded"work model,maximizing organizational resources within the jurisdiction through community"big party committees",and adhering to party building leading grass-roots social governance.The fourth chapter discusses the problems and reasons of community party building in the new era.Through the combination of analyzing empirical research materials and specific practices,the main problems in community party building are summarized:the self construction of basic party organizations needs to be further strengthened,the operation of mechanisms needs to be improved,the community governance system needs to be further optimized.On the basis of clarifying the problems,the reasons for the existing problems are analyzed in depth from both internal and external factors.The fifth chapter proposes suggestions for further optimizing the community party building in the new era.Closely combines theoretical research with specific practice,referencing to the typical experience and practices of community party building work in some advanced regions,further optimizing community party building mainly starts with strengthening the self construction of basic party organizations,optimizing the operation mechanism of community party building,and improving the community’s diversified governance system.The innovation of this paper lies in:First,the innovation of the research object of this article,and the topic of this study is novel.In the face of new situations and new tasks,this paper is based on the fundamental principles of Xi Jinping thought of party building,on the basis of scientifically sorting out important discussions on community party building,and in accordance with the strategic deployment of the central party committee,provincial party committee,and municipal party committee on strengthening and improving grass-roots party building,standing at the height of the new era,and advancing with the times,conducting systematic and holistic research on grass-roots party building leading community governance,further enriching the theory of community party building.It has made up for the lack of research on leading grass-roots social governance by party building in the new era.For example,in the field of party building leading community governance,the author has conducted depth investigation and research throughout the city and formed a research report.The Taibailake new area where the author works has also successfully explored the"party building+grid"model,and the organization director has"cross border"in charge of the social governance service center under the Political and Legal Commission to further strengthen party building guidance,make grid management more detailed and practical,and effectively play a role in key work such as epidemic prevention and control.Secondly,the innovation of the research content system of this article Based on a scientific summary of the scientific implications of Xi Jinping thought of party building,this paper discusses in detail the connotation,elements,and functions of community party building around the core concept of"community party building",explains the governance mechanism with community party organizations as the core leadership,analyzes the existing problems and reasons of community party building work,and proposes targeted ideas for gradual optimization.The main empirical research object selected in this paper is representative.In the process of urbanization,the family areas of large state-owned enterprises in the Central Plains are transferred to local government management according to the principle of"three supplies and one industry".The community has a large area,a large population,complex personnel structure,and difficult management.The location of the community has also changed from the original suburban area to the current main urban area.Over the past few years,the author has personally experienced the establishment of community neighborhood committees and community party organizations in"large,chaotic,and difficult"communities.After several years of party organization construction practice,it has been achieved from the original management chaos to today’s leadership with a core,organization with security,service with goals,functions with positioning,work with responsibilities,and activities with carriers.Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,Xi Jinping’s theory of governing the country,and the spirit of the 20^thNational Congress of the Communist Party of China run through the full text,further enriching and developing the Marxist thought of party building,obtaining scientific understanding that conforms to objective laws,and forming theoretical achievements that advance with the times.Thirdly,the innovation in research methods in this study.The approach adopted in this study can keep pace with the times,adhering to the basic principle of proceeding from reality.Combining Marxism with the specific realities of China,and the Chinese Marxist thought of party building with the specific practice of communities,conducts in-depth exploration and research on the theory and practice of community party building under the new situation.The Taibailake new area in Jining City,where the author is located,is now the new main urban area of Jining City.Before 2008,this area was only a suburb township.This area has undergone the urbanization process from a suburb township to a main urban area.The author has worked here for nearly 8 years and has been engaged in community party building work,personally experiencing the practical exploration process of grass-roots party building leading community governance.Therefore,in combination with research on the history of the Communist Party of China,I can conduct in-depth research on major theoretical and practical issues of party building in the new situation at the community front line,and study the theoretical framework and practical path of closely connecting with the masses and fulfilling the original mission with the community as the position,and conduct in-depth analysis of the new situations and issues faced by community party building since the 18^thNational Congress,grasp first-hand information,listen to the voices of the front line,and strive to identify problems and improve countermeasures.Constantly explore ways to optimize grass-roots social governance under the guidance of innovative party building.For example,the"12340"community party building model explored and established by the author in practice has been applied to almost all communities in the Taibailake new area,playing an important role in community epidemic prevention and control,civil agency,public opinion collection,conflict mediation,and other work,attracting colleagues from both inside and outside the province to study and investigate.
