Study On The Evolution And Optimization Of Clean Government System In China Since Reform And Opening Up

Builling a clean government system is an eternal task of governing the Party and rejuvenating the country.It is an inherent requirement and inevitable choice for the CPC to overcome the curse of corruption and break out of the periodic law of the ruling party’s rise and fall in disorder.It is fundamental,long-term and overarching.The construction of clean government system is not a simple addition and patchwork of systems,but an organic integration and system structure among systems with certain internal logic.Since the reform and opening up,the Communist Party of China has always placed corruption management in the political height of the party’s "popular support and survival" to examine and pay attention to,pay close attention to the construction of the system of clean government and accumulated a lot of valuable experience in this process.However,the existing researches mainly focus on the "value-path" analysis paradigm of clean government construction,and the research themes mainly focus on clean government culture,important value,foreign reference,predicament and path selection,etc.,relatively less on the long-term and historical scenario system investigation and analysis of the evolution process,internal logic,evolution trend and basic driving force of the system of clean government of the Communist Party of China.In this context,it is of great theoretical value and practical significance to combine institutional research with historical process and systematically analyze the historical evolution and internal laws of the clean government system from the meso-level.Based on this,this study takes historical institutionalism as the theoretical tool and draws on the political system theory to build a "scenario-structure-subject" theoretical analysis framework for the evolution of the clean government system of the Communist Party of China from three dimensions: historical tradition,internal structure and party subject.In addition,systematic analysis and historical analysis methods are used to systematically study the historical stages,internal logic,evolution trend and driving force of the system of clean government of the Communist Party of China in the past 40 years of reform and opening up.The findings are as follows:First of all,since the reform and opening up,the evolution of the clean government system of the Communist Party of China has experienced three stages: recovery and development stage(1978-2002),systematic construction stage(2002-2012)and comprehensive deepening development stage(2012-).First,in the stage of recovery and development,the construction of the clean government system of the CPC focuses on the principle of strict Party governance,the responsibility system of clean government,the leadership system and the work pattern.Second,at the stage of systematic construction,the Communist Party of China achieved new breakthroughs in the construction of clean government system in institutional anti-corruption,focusing on root and prevention,strengthening international anti-corruption cooperation and so on.It paid more attention to the synergistic effect of different clean government systems and started the construction of clean government system.Third,in the stage of comprehensively deepening development,the CPC has made continuous efforts to promote the "three No’s" mechanism,the intraParty inspection and inspection system,and the long-term intra-party education mechanism in one place.It has made new breakthroughs and improvements in the setting of goals,the structural system,and the overall layout,and made the system of clean governance of the CPC more mature and established.Secondly,the evolution of the clean government system of the Communist Party of China since the reform and opening up contains the internal logic of path dependence and gradual accumulation,traditional penetration and modern transformation,movement governance and system construction.The general trend of its evolution is institutionalization,and the specific trend is authority,democratization,systematization,legalization,specialty,internationalization and so on.The system situation,the structure constraint and the main body of the political party constitute the three basic driving forces of the evolution of the clean government system of the Communist Party of China since the reform and opening up.Among them,under the influence of situational factors,major events occurred at the "key nodes" broke the continuity of the clean government system of the Communist Party of China and made marginal adjustments to it.The path dependence law made the clean government system maintain relative stability on the whole,so that the evolution of the clean government system presented the characteristics of "discontinuous and balanced" gradual change.The institutional structure and interest relationship among the structural factors promote the development of clean government system.The unique mission-oriented party attributes and adaptability of the CPC are the key driving force for the evolution of the clean government system.Finally,the construction of the clean government system of the Communist Party of China in the new era also faces some structural and technical difficulties in the aspects of scene,structure and main body.Among them,the most critical problems are the lack of voice in international cooperation against corruption,the completeness and coordination of the clean government system and system to be improved,and the insufficient participation of social forces in the fight against corruption.Its optimization path mainly includes three aspects: one is to build the discourse system of the construction of clean government system with Chinese characteristics;The second is to promote the systematic optimization and law-based construction of the Communist Party of China’s clean government system;Third,adhere to the concept of people-centered development to expand social participation in the fight against corruption.To sum up,in theory,this paper tries to build a "scenario-structure-subject" analysis framework for the evolution of the Communist Party of China’s clean government system,enriching the application field of historical institutionalism.In practice,under the background of comprehensive and strict party governance,it is expected to systematically summarize the basic experience and changing power of the construction of the clean government system of the Communist Party of China since the reform and opening up,so as to promote the in-depth,continuous and stable development of the clean government system.
