Study On Institutional Change Of Gifts Governance System Of China From Perspective Of Historical Institutionalism Since The Reform And Opening Up

Reciprocity is ritual and bidirectional in the private sphere,which is an important way to strengthen social contacts and feelings.However,it is so complex and confidential that it probably affects execution in the public sphere.From the macro-level perspective,gifts governance is closely related to corruption prevention and punishment in one country.From the micro-level view,it is also up to the individual sense of self-discipline.Therefore,gifts governance system is an important part of one country's incorruptible institution,and it is beneficial to avoid interest conflict and ensure the integrity of public servants.On the basis of analyzing evolution of gifts governance system of China since the Reform and Opening up,the paper summarizes the characteristics and analyzes the logic in the process of institutional evolution.First of all,from the perspective of institutional change,gifts governance system of China has experienced four stages,namely the initial stage,establishment stage,innovation stage and improvement stage.Secondly,from the characteristics of change,the system is a process of strengthening scope and intensity.In short,the evolution is a gradual process of institutional stickiness and institutional dilution.Finally,from the view of the logic of institutional evolution,the paper argues that path dependence is an important factor for the existence of the system,and the idea of strengthen Party self-discipline is diluting previous systems.At last,from the perspective of the logic of institutional change,the paper thinks that previous systems have been unable to fit for the idea.Under impact of path dependence and guide of ideas,the well-designed system will be more standardized and scientific,implement will be more precise and strict,and coordination will be more close and systematic.
