universities are gradually increasing.Because of its insufficient resilience,the traditional single security management and safety education mode are difficult to meet the diversified security needs of teachers and students and the yearning for a better life.Therefore,to meet the development of the times and the actual needs of humanization,and effectively promote the cultivation of safety culture in colleges and universities is not only an important topic of safety culture research in the new era but also an important mission of cultivating "essentially safe people" in colleges and universities.To promote the cultivation of safety culture in colleges and universities,it is necessary to elucidate basic theories,trace historical processes,distill value of times,analyze
