security work.Education is of great importance to the country and the Party.As the intersection of the three major national strategies of education,science and technology,colleges and universities are undertaking the important task of cultivating talents for national rejuvenation,and are important positions for talent training,scientific research,social services,cultural inheritance and innovation,international exchanges and cooperation.They are also places where ideological struggles and cultural exchange conflicts are concentrated.On the 10 th anniversary of the introduction of the overall national security concept,guided by Xi Jinping’s cultural thought,thoroughly practicing the overall national security concept,strengthening the safety culture of colleges and universities,and contributing to the modernization of national security systems and capabilities are the responsibilities and missions of colleges and universities,which are related to the future of national security and education.At present,the world is undergoing great changes unseen in a century.traditional and non-traditional security threats are intertwined.The security risks faced by colleges and universities are gradually increasing.Because of its insufficient resilience,the traditional single security management and safety education mode are difficult to meet the diversified security needs of teachers and students and the yearning for a better life.Therefore,to meet the development of the times and the actual needs of humanization,and effectively promote the cultivation of safety culture in colleges and universities is not only an important topic of safety culture research in the new era but also an important mission of cultivating "essentially safe people" in colleges and universities.To promote the cultivation of safety culture in colleges and universities,it is necessary to elucidate basic theories,trace historical processes,distill value of times,analyze challenges,clarify basic ideas,and propose practical approaches.From a theoretical perspective,the theoretical interpretation of the cultivation of safety culture in colleges and universities mainly elaborates such basic connotations of concepts as safety culture,safety culture in colleges and universities,and the cultivation of safety culture in colleges and universities,clarifies the characteristics of safety culture at the current stage,analyzes the hierarchical structure of safety culture in colleges and universities,and systematically interprets "human-oriented safety" from the macro,meso,and micro dimensions of safety culture corresponding to the three levels of human nature,development,and needs based on the logical relationship between safety culture cultivation in colleges and universities,ideological and political education,national security education and the the theoretical foundation of Marxist anthropology.In addition,it sorts out the relevant thoughts and important discourse of the classical Marxist writers,successive leaders of the Party,especially General Secretary Xi Jinping on safety culture,as well as the inheritance and innovation of traditional Chinese safety culture,and explores the theoretical basis of cultivation.From the point of historical basis,the historical reflection of safety culture cultivation in colleges and universities clarifies the staged characteristics and context of practice of safety culture cultivation in colleges and universities at different historical stages on the basis of the historical review of safety culture cultivation and the development course of New China’s safety culture cultivation.It further summarizes the fundamental experiences of cultivation from three perspectives: guiding ideology,social measures,and individual guidance,providing valuable insights for strengthening the cultivation of safety culture in colleges and universities in the new era.On this basis,the era value of strengthening the safety culture cultivation in colleges and universities in the new era is refined.From the point of realistic basis,the reality examination of safety culture cultivation in colleges and universities primarily summarizes the staged achievements made in the four dimensions of material,institutional,behavioral,and spiritual aspects of safety culture cultivation in higher education institutions,and objectively analyzes the realistic challenges facing it in four aspects: global situation,national conditions,party situation,school situation.However,it also points out four major issues that exist: the urgent need to strengthen the system integration,the existence of "vacuum" in the implementation of institutional policies,the need for deeper mental health education,and the need to strengthen the drive of "human-oriented values."
