| China faces a significant welfare challenge concerning the compulsory education of migrant children,a population characterized by its sheer size.The policy governing compulsory education for these children affects hundreds of millions of mobile individuals,tens of millions of mobile families,and millions of school-age children.Implementing the"two priorities,two inclusions,and two unifications" policy—aimed at ensuring equal access to compulsory education for migrant children—is crucial for advancing equitable and high-quality education,accelerating the development of a high-quality education system,and modernizing governance capabilities.Over the past four decades,China’s policy on compulsory education for migrant children has evolved and improved.Notably,the policy has shown significant implementation results.However,due to the inherent complexity of this issue,challenges persist.These challenges include issues such as lack of enrollment,difficulties in attending school,uneven distribution,and inequity.Addressing these challenges requires overcoming critical institutional barriers,particularly the absence of an efficient and systematic supervisory mechanism.This study centers around the core topic of "establishing and enhancing the supervisory mechanism for compulsory education policy for migrant children." Employing research interviews,policy text analysis,and computer simulation methods,we analyze the historical evolution of the policy,the practical challenges in its execution,and the theoretical mechanisms and real-world deficiencies of the supervisory mechanism.We delve into the policy behaviors of local governments under different supervisory strategies.Furthermore,from a practical perspective,we explore how to conduct policy execution supervision and optimize the supervisory mechanism,providing valuable insights for the efficient implementation of this significant welfare policy.The main body of the paper comprises five chapters,excluding the introduction(Chapter 1)and conclusions and recommendations(Chapter 7):Chapter 2,Based on policy text analysis and descriptive statistical methods,we review and summarize the evolution and characteristics of China’s compulsory education policy for migrant children since the reform and opening-up era.We analyze the challenges faced in implementing the " two priorities,two inclusions,and two unifications" policy against the backdrop of population mobility and child migration.Chapter 3,Drawing on public policy process theory,we argue for the role and functional positioning of supervision in the execution of compulsory education policy for migrant children.We examine the institutional deficiencies in supervision related to supervisory entities,subjects,content,standards,and organizational structure within China’s current public policy execution supervision system.Chapter 4,Using a dynamic evolutionary game perspective and computer policy simulation technology,we view the process of compulsory education policy for migrant children as a dynamic game between central and local government behavior choices.We investigate the dynamic strategies of local governments under the constraints of central government supervision strategies.Chapter 5,From the perspective of conducting supervision on the execution of compulsory education policy for migrant children,we explore key technical issues related to supervisory entities,subjects,standards,methods,and forms.We particularly emphasize the rationale,necessity,feasibility,and implementation path of including this policy in the "national major policy implementation tracking audit." Chapter 6,Further,we propose optimization strategies from the perspective of building a supervisory mechanism.We recommend enhancing policy decision-making mechanisms,improving top-down supervision systems,emphasizing audit supervision,strengthening coordination among various forms of supervision,ensuring accountability,and focusing on feedback and experience accumulation to continuously optimize the policy.In conclusion,addressing the issue of compulsory education for migrant children requires looking beyond education itself.The current dilemma faced by the policy lies in China’s fiscal decentralization system,where local governments bear the financial responsibility for migrant children’s education.However,they often lack both the capacity and willingness to invest adequately.While increasing central financial support would be the best solution,it may not be immediately feasible.Given the urgency of implementing this policy,especially in the context of challenging fiscal reforms,establishing and improving the execution supervisory mechanism becomes essential.We recommend including compulsory education policy for migrant children in the scope of "national major policy implementation tracking audit," leveraging China’s unique international governance system.From the perspective of building a supervisory mechanism,we emphasize optimizing policy decisionmaking,enhancing audit supervision,and ensuring continuous policy improvement.The innovation of this paper lies in providing new solutions for addressing the significant welfare challenge of compulsory education for migrant children in China.It also offers theoretical explanations for including this policy in the "national major policy implementation tracking audit" and practical guidance for key technical issues related to supervision.By constructing a theoretical and practical framework for the supervisory mechanism,this study contributes valuable insights to promote efficient implementation and accelerate the construction of a high-quality education system in the new era. |
