With the gradual development of China’s open policy and the urbanization process, since the1990s, our country has appeared the phenomenon of the great migration of the labor force and this has injected new vitality into our urbanization process. Thus, the problems of compulsory education for rural migrant worker’s children which formed under this background are becoming a unique problem in the period of China’s social transition and have caused great concern. Recent years, our country has issued a series of related policies, and has achieved some achievements. But with the constant change of the social condition, what kind of degree has the related education problems for the rural migrant worker’s children been solved and how does the effects of the policy implementation are remain the key questions that needs to be constantly focused and properly learned.Based on the systematical integration of the related research achievements that already exist nowadays, this paper has a systematic deep research by using the study method of literature study, policy analysis and case. This thesis put the dilemma which exists in the policy implementation of education for the rural workers’children as the point-cut, mainly analyzed the deepest causes of this dilemma and try to give a series of detailed solutions. The thesis can be divided into five parts. Chapter one is the introduction. It mainly introduces the research background and meaning, the theory means and methods of the research, and also the research conclusion of this topic. Chapter two is the overview of the policy implementation of compulsory education for rural migrant workers’children, including the definition of related conceptions, the developing process and the main content. Chapter three is about the current situation of the policy implementation of compulsory education for rural migrant workers’children. It analyzes the achievements of the policy implementation and puts out the dilemmas existing in the policy implementation, the local government and its functional departments, the rural workers’families and their children, the public school and also the society of migration area. Chapter four has dissected the underlying cause of the dilemmas in policy implementation from the aspects of the problems of the policy design, the limitations of the main body of policy implementation and the factors outside the policy. Chapter five has puts out the constructive countermeasures to the dilemmas in the policy implementation, which mainly refers to the improvement of the related policy measures, enforcing the coordination and cooperation of the policy implementation main body, and the enforcement of the school’s education management.
