Promoting the development of the Yangtze River Economic Belt is a major strategic decision made by the Party Central Committee and a major strategy related to the overall development of the country.At present,China’s economy has shifted from the stage of high-speed growth to the stage of high-quality development.In the new period,the construction of the Yangtze River Economic Belt has become a new force leading the high-quality development of China’s economy.The key is to accelerate the breakthrough period of transforming the development mode,optimizing the economic structure,and transforming the growth momentum.Promote economic development quality change,efficiency change,power change.As a key foundation and an important guarantee for high-quality economic development,industrial high-quality development is the realization path of building a modern industrial system,pushing the manufacturing industry towards the high-end of the global value chain,and accelerating the transition to a manufacturing powerhouse.The current industrial development is faced with the dual challenges of the return of high-end manufacturing to developed countries and the transfer of low-and mid-end manufacturing to developing countries.The Yangtze River Economic Belt,as an important area of China’s industrial agglomeration,carries the important mission of high-quality industrial development.During this period,the strategic position in China’s industrial development pattern became increasingly prominent.As an important driving force of industrial development,technological progress is also the logical starting point of the quality change of industrial development.It must be placed at the core position of high-quality industrial development and accelerate the transformation from dynamic change to quality change.This article is based on this thinking.Biased technological progress promotes the improvement of the quality of industrial development by changing the allocation structure of production factors among industrial sectors,and realizes the transition of industrial development stages.The factor allocation structure characterizes the regional endowment characteristics of the region.The appropriateness of the factor allocation structure and the preference of technological progress determine that different sources of biased technological progress have different effects on the quality of industrial development.The Yangtze River Economic Belt is an inland river economic belt that spans the three major regions of China’s east,middle and west.The industrial development level and technological progress of the regions along the route are quite different.Choosing a technological progress path that matches the structure of factors helps to further enhance innovationdriven industrial development.The leading role of high-quality development.Academia’s research on biased technological progress affecting the quality of industrial development is still in its infancy,and no relevant analysis framework has been established from the perspective of factor allocation.Based on this,based on the existing research gaps and close to the country ’s major strategic needs,this paper focuses on the logical idea of “power change(biased technological progress)affects efficiency change(distortion of factor configuration)and promotes quality change(industrial development quality)”.The corresponding theoretical framework and empirical models were constructed to discuss the impact of different sources of biased technological progress on the quality of industrial development in the Yangtze River Economic Belt,and to provide policy reference for choosing appropriate technological progress paths to improve the quality of industrial development.This paper firstly introduces the research propositions of biased technological progress,distortion of factor allocation and quality of industrial development,elaborating three basic concepts,and based on technological progress bias theory,technology suitability theory,industrialization stage theory,gradient transition theory,regional economic transfer Theoretical construction of a theoretical analysis framework in which biased technological progress affects the quality of industrial development,including the mechanism of the impact of technological progress on the distortion of factor configuration,and the role of factor distortion in the adjustment of technological progress toward the impact of industrial development quality.On this basis,this paper transitions from theoretical research to empirical research.Based on panel data of 11 provinces along the Yangtze River Economic Belt from 2003 to 2017,three types of technological progress were measured using seemingly uncorrelated regression,partial least squares regression,and entropy weight method.Bias(endogenous / overflow /exogenous technological progress),relative factor allocation distortion index and industrial development quality index,from the national level,the Yangtze River Economic Belt and other areas outside the Yangtze River Economic Belt,the upper,middle and lower reaches of the Yangtze River Economic Belt and along the line11 Provincial and other spatial scales have studied the spatial and temporal evolution characteristics of the above content.The comprehensive FGLS regression empirical test that takes into account intra-group autocorrelation,between-group heteroscedasticity,and correlation during the same period is used to test the impact of technological advancement of different sources on the industrial development quality of the Yangtze River Economic Belt,and further distorts the relative allocation of factors in this process.The regulatory effect is studied.Through the above analysis,this paper draws the following research conclusions:(1)The R&D labor,capital,and non-R&D labor in the Yangtze River Economic Belt present a substitution relationship.The downstream region promotes the dynamic change of industrial development through R&D labor instead of capital,and the middle and upstream regions promotes the dynamic change of industrial development through capital instead of non-R&D labor.The endogenous technological progress in the downstream and upstream regions has increased the investment of R&D labor relative to non-R&D labor,and the crowding out of R&D labor by non-R&D labor in the middle reaches has reduced the structural dividend brought about by endogenous technological progress.Downstream areas can effectively use spillover and exogenous technological advancements to promote the conversion of demographic dividends to talent dividends;midstream and upstream areas have weak technology absorption and transformation capabilities,and spillover and exogenous technological advancements can increase the relative capital of non-R&D labor The increase in input ratio is labor-intensive,which hinders the transformation of industrial development momentum.(2)The role of factor allocation in promoting the transformation of industrial development efficiency in the Yangtze River Economic Belt is characterized by R&D labor>capital>non-R&D labor.Among them,the internal driving force for the transformation of the industrial development efficiency of the Yangtze River Economic Belt with 2009 as the turning point changed from "labor-intensive industries → capitalintensive industries" to "capital-intensive industries → technology-intensive industries".Compared with the regions outside the Yangtze River Economic Belt,the Yangtze River Economic Belt has stronger industrial development resilience,is less affected by the decline in the international economic situation,has more abundant R&D labor allocation,and has a more obvious comparative advantage in the development of technology-intensive industries.From the perspective of regional differences,the resilience of industrial development in the downstream region is significantly higher than that in the middle and upstream regions.The R&D labor input in the downstream is high,and the talent dividend offsets the loss of opportunity efficiency and premium effect caused by the over-allocation of capital;the development foundation of technology-intensive industries in the mid-upstream region is weak,the R&D labor input is low,and the over-allocation of capital intensifies The relative shortage of R&D labor has seriously hindered the efficiency of industrial development.(3)The overall index of industrial development quality in the Yangtze River Economic Belt presents N-type changes.Affected by the decline of the international economic situation in 2009,it experienced a brief decline.Since 2013,the gradual improvement of the policy system has promoted the rapid rise of the industrial development quality index of the Yangtze River Economic Belt.The gap with the areas outside the Yangtze River Economic Belt has gradually widened.The strategic position in the quality development pattern has become increasingly prominent.The Industrial Development Quality Index of the Yangtze River Economic Belt presents the characteristics of decreasing spatial differentiation in the downstream,midstream,and upstream,forming a benign pattern of high-quality industrial development with the downstream region as the leader and coordinated advancement in the middle and upstream regions.The industrial development mode of the Yangtze River Economic Belt has gradually shifted from export-oriented export-oriented growth to innovationdriven endogenous growth,and the synergistic development and quality benefits have steadily enhanced the promotion of industrial development quality.However,green transformation has a weak support for high-quality industrial development,and there is still a risk that low-end production capacity and polluting industries will be transferred to the upper and middle regions.(4)Different sources of technological advancement have different impacts on the industrial development quality of the Yangtze River Economic Belt.Endogenous technological progress derived from R&D investment accelerates the replacement of labor-intensive industries to capital-intensive and technology-intensive industries by reducing the allocation ratio of non-R&D labor in the industrial sector,and promotes the quality change of industrial development,but it will also follow the This will deepen and weaken the impact of excess capital allocation.Spilled technological progress derived from the use of FDI and exogenous technological progress derived from the introduction,purchase,transformation and digestion of technology have had a "doubleedged sword" effect on the quality of industrial development by reducing the allocation ratio of capital in the industrial sector.Among them,the preference is to increase the investment ratio of R&D labor relative to capital in line with the characteristics of factor allocation.Increasing the R&D labor input with efficiency advantages alleviates the opportunity efficiency loss and spillover effect caused by excessive capital allocation;The ratio of R&D labor to capital input contradicts the characteristics of factor allocation,exacerbating the degradation of capital-intensive industries to laborintensive industries and falling into a low-end locking trap caused by dependence on external technologies.(5)The influence of biased technological progress on the industrial development quality of the Yangtze River Economic Belt also shows significant spatial differences.The level of R&D labor input in downstream areas is relatively high,and endogenous technological advancement has promoted the rapid replacement of labor-intensive industries to technology-intensive industries,reducing the impact of excessive capital allocation on technology-intensive industries.Downstream areas can reasonably guide foreign investment into highly-added industrial sectors,reduce R&D costs through noncore technology imports and transformations,and effectively use spillovers and exogenous technological progress to promote the quality of industrial development.The R&D labor input in the middle and upper reaches is relatively low.The excessive allocation of capital weakens the endogenous technological progress and increases the structural dividend stimulated by R&D labor input.The development foundation of technology-intensive industries is weak.Long-term reliance on "low-cost,short-cycle" spillover technological advances and exogenous technological advances have exacerbated the risk of degradation of capital-intensive industries in the middle and upper reaches to labor-intensive industries,making it difficult to get rid of the low-end locking trap caused by external technology dependence.
