| In recent years,the contradiction between the development of coal industry and environmental problems is prominent,the proportion of air pollution emissions is high,excessive exploitation leads to a large number of water resources are polluted,coal gangue accumulation causes serious soil pollution,and greenhouse gas emission pressure is large.Environmental protection policies are also more stringent.Green mining such as coal water conservation mining and filling mining,as well as efficient coal washing,efficient coal combustion and clean conversion technology are effective ways for clean and efficient development and utilization of coal.The guiding opinions on high quality development of coal industry in the 14 th five year plan clearly points out that the ecological environment constraints of coal development are increasingly strengthened,and the development path of safe,efficient,green mining and clean,efficient and intensive utilization of coal must be taken.In order to promote the transformation of coal industry from traditional factor driven to innovation driven,clarify the contribution rate of technological progress to economic growth of coal industry and existing problems,solve the endogenous growth kinetic energy of coal industry,and promote the transformation of China’s coal industry to endogenous growth mode,this paper proposes to study the endogenous growth mode of coal industry under the constraint of environmental quality.The main contents,methods and conclusions of this paper are as follows.This paper introduces the elements of technological progress into the C-D production function factor contribution calculation model,increases the time span to re estimate the capital stock of China’s coal industry,and on this basis,measures the contribution rate of economic growth factors of China’s coal industry.The results show that: by using the perpetual inventory method to estimate the capital stock of China’s coal industry in 1990 as the base period,and observe the change trend of per capita output and capital stock from the perspective of per capita labor force,the growth rate of per capita capital stock in China’s coal industry is far faster than that of per capita output;the contribution rate of capital to the economic growth of China’s coal industry is the highest,about 70%,followed by The contribution rate of labor force is negative;The transformation of the development mode of China’s coal industry is still facing great challenges,and the contribution rate of technological progress is still far lower than that of capital.Under the condition of considering the environmental quality,the paper solves the endogenous growth kinetic energy of coal industry,comprehensively uses the production function,environmental quality function,technical production function,human capital formation function,material capital accumulation function and utility function to construct the theoretical model of coal industry growth under the constraint of environmental quality.The contribution lies in the introduction of environmental quality factors into the production function and the equilibrium solution is obtained.The solution under the equilibrium path shows that: human capital is the main driving force of technological innovation,and the increase of the proportion of working time in human capital means the reduction of learning time.The decrease of learning time will slow down the growth of human capital contribution,thus hindering the growth of technological progress and output;the increase of pollution index will further enhance the growth rate.This paper puts forward the path hypothesis of R & D investment,human capital,patent and economic growth of coal industry,estimates the stock of human capital in coal industry,tests the hypothesis;analyzes the impact characteristics of environmental quality based on the whole life cycle of coal,and verifies the relationship between environmental quality and economic development of coal industry.Using Kuznets curve to fit the data of environmental quality and economic growth of China’s coal industry,a quadratic curve model was constructed to verify the relationship between sulfur dioxide,nitrogen oxide,soot,suspended particulate matter and the per capita output value of coal industry.The results show that: first,the relationship between sulfur dioxide and per capita output value of coal industry conforms to the inverted U type relationship;second,the relationship between nitrogen oxides and coal industry per capita output value conforms to the inverted U type relationship;third,the relationship between soot and coal industry per capita output value does not conform to the "inverted U" type relationship,and its emissions decrease exponentially;fourth,North China,Northwest China and East China The relationship between suspended particulate matter(SPM)and per capita output value of coal industry in northern and eastern China does not conform to the "inverted U" type relationship,but presents a cubic function relationship,which first decreases and then increases.In order to promote the transformation of China’s coal industry economy from factor driven to human capital and technology driven,and accelerate the transformation of economic development mode of coal industry,corresponding suggestions are given from the aspects of environmental improvement of coal industry life cycle and enhancement of basic innovation ability of coal industry.The environmental improvement suggestions based on the whole life cycle of coal are as follows: in the coal mining stage,green mining mode should be promoted;in the coal washing stage,the emission level of coal washing should be reduced;in the coal transportation stage,the dust suppressant should be sprayed before loading the coal;in the stage of coal transportation,the green mining mode should be promoted;In the stage of coal utilization,the standard management of commercial coal quality is implemented;in the waste disposal stage,the waste recycling is promoted.The suggestions to enhance the basic innovation ability of coal industry are as follows: to improve the accumulation of human capital in coal industry;to cultivate independent innovation ability;to stimulate the innovation vitality of coal enterprises;to build an innovation system with coal enterprises as the main body.The research in this paper extends the theory of endogenous growth of coal industry to a certain extent,and provides reference for promoting the transformation of coal industry to endogenous growth mode and promoting the high-quality development of coal industry.The main innovations of this paper are as follows:(1)This paper introduces the elements of technological progress into the C-D production function measurement model,estimates the capital stock and human capital stock of China’s coal industry from 1990 to 2017 by using the perpetual inventory method and the employee’s education years measurement method,and measures the contribution rate of capital and technological progress factors to the growth of China’s coal industry;(2)This paper constructs the theoretical model of endogenous growth of coal industry under the constraint of environmental quality,reveals the driving logic of human capital and technological progress on economic growth under the constraint of environmental quality,and solves the endogenous driving force to realize the sustainable growth of output under the equilibrium state;(3)This paper puts forward the coal life cycle index system to strengthen the environmental index,and verifies the Kuznets curve relationship between environmental quality and economic growth of coal industry and the hypothesis of endogenous growth of coal industry,that is,the impact of R & D investment and human capital stock on economic growth of coal industry. |
