An Analysis Of The Impact Of Government Environmental Regulations And Technological Progress On The Efficiency Of Low-carbon Economy In Western My Country

Since the concept of "low-carbon economy" was put forward for the first time in the energy paper in 2003,the common pursuit of breaking through the bottleneck of resources,environment and achieving sustainable development has been the practice of green development concepts.Adjustment of economic structure and transformation have been firm choice of development approach in countries around the world.China's development of a low-carbon economy is later than that of other Western countries such as Europe,and low-carbon technologies are relatively backward.Low-carbon development is an effective means of responding to global climate problems.It has been a long-term exploration in cities of developed countries,including advanced technology of energy sources,carbon emission control programs and mechanisms.China's western regions are rich in energy reserves,accounting for about 60% of the country's national fossil energy.However,long-term high-energy-consuming and high-pollution industries support the economic development of the western region,and in the long term,they have caused tremendous development for the sustainable development of the country and the region.Obstructing the role of rapid development of low-carbon economy is imminent.Based on the idea of government environmental regulation,this paper uses the panel data of 11 provinces and municipalities in the western region from 2004 to 2015 as an analysis basis,based on unintentional output and uses the super-efficient SBM-VRS model to analyze the inter-provincial scope of the western region in the past 10 years.Evaluate and analyze the status quo of low-carbon economy development,projection analysis of relevant redundant values for provinces and cities with inefficient development of low-carbon economy,also take further analysis of the specific causes of the differences in carbon emission efficiency between provinces and municipalities directly under the Central Government in conjunction with the Malmquist Index.Finally,use the Tobit model to analyze and explain the impact of government environmental regulation and technological progress on China's low-carbon economy in detail.The study found that 90.91% of the provinces and cities in the western region were in a state of ineffective development of low-carbon economy,this large-scale ineffective are relevant to the corresponding provinces and cities of technological progress index(TC)changes,technical efficiency index(TFP)and unsatisfactory government's environmental regulation in environmental protection to a certain extent.Finally,put up the enlightenment of the Chinese government that to develop a low-carbon economy is to increase the reduction and treatment of pollutants,strengthen the upgrading of the industrial structure in the western region,optimize the energy efficiency,adjust the energy structure,strengthen technological progress and innovation,increase the R&D capital of industrial enterprises investment and R&D personnel input,and ultimately achieve economic low-carbon sustainable development.
