The report of the 19th National Congress of the Communist Party of China clearly proposed to "improve total factor productivity".In the context of China’s economic transition from a stage of rapid growth to a stage of high-quality development,the development of agriculture is also in a critical period.It is the direction of China’s agricultural modernization to adjust the structure,transform the mode,improve agricultural total factor productivity,and promote high-quality growth of agricultural development.At the same time,the informatization construction of China is developing rapidly since entering the new century.The information and communication technology such as data,mobile Internet,artificial intelligence is widely used in the field of social economy.The government is also constantly promote the deep fusion of new information technology and agricultural production.Informationization becomes the new engine of agricultural growth.Based on the above background and policy foundation,aiming at the problem of whether and how agricultural and rural informatization can promote agricultural total factor productivity,this paper explores the direct influence,moderating mechanism and spatial effect of agricultural and rural informatization on agricultural total factor productivity.In theory,this paper summarizes the related literatures,interpretates the relationship between agricultural and rural informationization and agricultural total factor productivity,and analyses the mechanism of action of agricultural and rural informationization on agricultural technology progress and agricultural technology efficiency.The former shows the positive promoting effects brought by accelerating technology diffusion and knowledge dissemination,strengthening technology penetration and fusion application,and promoting technological innovation and achievement transformation.The latter not only has the positive promoting effect brought by optimizing resource allocation,innovating business model and improving scale efficiency,but also includes the negative inhibiting effect caused by the non-adaptive shock and the conflicts in destructive innovation.And then this paper put forward two constraints,including rural human capital and rural transport infrastructure,which can affect the positive effect of agricultural and rural informatization on agricultural total factor productivity.On this basis,this paper analyzes the moderating mechanism of agricultural and rural informatization affecting agricultural total factor productivity.In the empirical aspect,based on the panel data of 30 provinces in China(Hong Kong,Macao,Taiwan and Tibet are excluded)from 2006 to 2020,this paper constructs the relevant index system and uses the entropy method to calculate the development level of agricultural and rural informatization,and then calculates agricultural total factor productivity,agricultural technical efficiency index and agricultural technical progress index by using DEA-Malmquist index method.On this basis,this paper empirically tests the impact and mechanism of agricultural and rural informatization on agricultural total factor productivity.The relevant conclusions are as follows:First,according to the full sample regression,agricultural and rural informatization has a positive effect on agricultural technological progress,but a negative effect on agricultural technological efficiency.Since the former is greater than the latter,agricultural and rural informatization has a positive promoting effect on agricultural total factor productivity.The promotion of agricultural total factor productivity by agricultural and rural informatization is realized by promoting agricultural technological progress.From a subregional perspective,agricultural and rural informatization has a positive effect on agricultural total factor productivity and agricultural technological progress in all regions,but has a negative inhibiting effect on agricultural technical efficiency in the central and western regions,and has no significant effect on agricultural technical efficiency in the eastern region.Further,according to the nonlinear regression,agricultural and rural informatization has a significant threshold effect on agricultural total factor productivity and agricultural technological progress.When the level of informatization is higher than the threshold value,the positive promoting effect is gradually enhanced.Agricultural and rural informatization also has a significant threshold effect on agricultural technology efficiency.When agricultural and rural informatization level is low,it has negative effects on agricultural technology efficiency because of the adaptive shock or conflict caused by disruptive innovation.With the improvement of agricultural and rural informatization level,the inhibitory effect tends to weaken gradually.When the level of informatization is higher than the threshold value,it can produce positive effect on agricultural technology efficiency.In the sub-regional regression,it is precisely because the agricultural and rural informatization in the central and western regions is at a relatively low level,so it shows a significant negative inhibitory effect on agricultural technical efficiency.Second,the regression of the interaction effect model shows that the interaction between agricultural and rural informatization and rural human capital has a positive effect on agricultural total factor productivity,technical efficiency and technological progress.The promotion of agricultural total factor productivity by the interaction term is mainly realized by promoting agricultural technological progress.However,the promotion effect on agricultural technological progress after interaction is less than that before interaction.It shows that the adaptability between the overall level or structure of rural human capital and the level of agricultural and rural informatization is relatively low,which inhibits the positive effect of agricultural and rural informatization on agricultural technology progress to a certain extent.Third,the regression of the interaction effect model shows that the interaction between agricultural and rural informatization and rural transportation infrastructure plays a positive role in promoting agricultural total factor productivity,technical efficiency and technological progress.The promotion of agricultural total factor productivity by the interaction term is mainly realized by promoting agricultural technical efficiency.Moreover,the promotion effect on agricultural technological progress after interaction is less than that before interaction.It shows that the rural transportation infrastructure is not well suited to the level of agricultural and rural informatization,which hinders the function of informationization on technology diffusion,technology penetration and technology innovation.Fourth,there are great regional differences and obvious imbalance in the..development of agricultural and rural informatization in China,and the dynamic change of agricultural total factor productivity also has obvious spatial heterogeneity.Global Moran Index shows that the level of agricultural and rural informatization,agricultural total factor productivity,agricultural technical efficiency and agricultural technological progress have significant positive spatial autocorrelation in the spatial distribution,and these variables will be affected by neighboring provinces.As can be seen from the Moran scatter plot,all regions show spatial clustering characteristics among similar values,namely,high values cluster with high values and low values cluster with low values.Fifth,using the spatial Dubin model,it is found that the indirect effect of agricultural and rural informatization on agricultural total factor productivity and agricultural technological progress is greater than the direct effect,that is,the growth of agricultural total factor productivity and the improvement of agricultural technological progress are not only directly affected by the improvement of agricultural and rural informatization level in the province.To a greater extent,it comes from the spatial spillover effect of the level of agricultural and rural informatization in neighboring regions.the improvement of agricultural and rural informatization level in this province and adjacent provinces will positively promote the improvement of agricultural total factor productivity in this province,and the growth of agricultural total factor productivity comes from the spatial spillover effect of agricultural and rural informatization level in adjacent regions to a greater extent.From the perspective of direct and indirect effects of agricultural and rural informatization,both of them are significantly positive,and the indirect effect is obviously larger than the direct effect.So the improvement of agricultural and rural informatization in the province and neighboring provinces will positively promote agricultural total factor productivity in the province,and the growth of agricultural total factor productivity comes from the spatial spillover effect of agricultural and rural informatization in neighboring regions to a greater extent.Finally,combined with the direct impact of agricultural and rural informatization on agricultural total factor productivity and the moderating mechanism from the perspective of rural human capital and rural transportation infrastructure,this paper puts forward targeted policy suggestions to realize the more effective driving of agricultural and rural informatization to the improvement of agricultural total factor productivity.
