Since the reform and opening up to the outside world,there have been great changes in our country's agriculture and rural economy,the level of rural infrastructure has been strengthened,the production conditions have been improved,the agricultural output has been steadily increased,and the quality of life of the rural residents has been greatly improved.However,our country in agricultural development still faces many problems,such as the contradiction between the hard constraint of resource environment and production development,the incompatibility between the quality structure of agricultural products and the rapid upgrading of household consumption,the lack of combination of farming and breeding,the lack of circulation and market competitiveness,etc.The reason is mainly attributed to the slow promotion of agricultural production technology and the traditional mode of production and management,which makes it difficult to meet the demand of increasingly market-oriented and intensive production.There is no doubt that the level of human capital is the key factor for the full play of agricultural technology.Only when the level of human capital increases stably,can our country promote the transformation and upgrading of agricultural production,optimize the allocation of resources and promote the stable growth of rural economy.The total factor productivity of agriculture is an important indicator of the quality of agricultural economic growth.Therefore,it is of great significance to study the influence mechanism of human capital on the total factor productivity of agriculture for the transformation and upgrading of agricultural production pattern and the improvement of rural economic benefits.Based on the strategic background of Rural Revitalization,using the theory of human capital and total factor productivity,starting from the way of human capital accumulation,this paper studies the impact of rural education,health and skilled human capital on agricultural total factor productivity.Firstly,according to the theory of human capital,the connotation and characteristics of the elements of education,health and skill human capital are expounded respectively;on the basis of relevant research at home and abroad,guided by the theory of human capital and total factor productivity,deeply analyzed the mechanism of rural education,health and skill human capital on agricultural total factor productivity.Secondly,expound the current situation and existing problems of education,health and skilled human capital in rural areas of China and the eastern,central and western regions;measure the total factor productivity of agriculture in China and the eastern,central and western regions from 2007 to 2016,and make a comparative analysis of the current situation of rural human capital and total factor productivity of agriculture in China.Thirdly,according to the panel data of 30 provinces(cities,autonomous regions)in China from 2007 to 2016 and the three regions of the whole country and the eastern,central and western regions,this paper empirically examines the impact of rural education,health and skilled human capital on agricultural total factor productivity and makes regional comparative analysis.Finally,according to the previous research conclusions,this paper puts forward corresponding policy recommendations on how to improve the level of rural education,health and skilled human capital,in order to provide some decision-making support for local governments to promote agricultural modernization.Based on the theoretical analysis and empirical research,the main conclusions are as follows:(1)The theoretical analysis shows that rural education human capital,health human capital,skills human capital mainly through the promotion of technological progress and improve the efficiency of resource allocation to improve agricultural total factor productivity.(2)The rural education human capital,healthy human capital and skilled human capital of China have a significant effect on agricultural total factor productivity,and educational human capital has the greatest impact on agricultural total factor productivity.(3)The impact of rural human capital level on agricultural total factor productivity is different in different regions of China.Specifically,the contribution of educational human capital and skilled human capital to the improvement of agricultural total factor productivity in the eastern rural areas is greater than that in the central and western regions,but due to the aging of the population and other reasons,the impact of healthy human capital on the improvement of agricultural total factor productivity in the eastern rural areas is less than that in the central and western regions.As a result,the level of skilled human capital has no significant impact on the total factor productivity of agriculture in the central region.According to the conclusions,the paper puts forward the corresponding policy recommendations: firstly,deepen the reform of education mechanism,establish scientific education evaluation orientation;secondly,optimize the allocation of medical and health resources,improve the level of medical services in rural areas;thirdly,improve the skills training system for farmers,strengthen the construction of new type professional farmer teams.The possible innovation of the thesis lies in the new research perspective.The existing research on rural human capital mostly focuses on the analysis of its impact on rural economic development and farmers' income,while the research on the relationship between rural human capital and technological progress or agricultural total factor productivity is still relatively scarce.Especially,the research on the relationship between rural human capital and agricultural total factor productivity mostly stays at the theoretical level and the analysis is not perfect,while the empirical research is mostly limited to a certain region of rural education human capital.This thesis attempts to analyze the relationship between rural human capital and agricultural total factor productivity from the three dimensions of educational human capital,healthy human capital and skilled human capital according to the theory of human capital,and makes a comparative analysis among the whole country and the eastern,central and western regions,so as to enrich the relevant research.
