The Policy Effect Of The Development Of China’s Advanced Manufacturing Industry

Socialism with Chinese characteristics has entered a new era.Under this big background,China should carry out economic construction and realizing industrial upgrading under "the new development pattern of domestic big circulation as the main body and promoting domestic and international double circulation ".Since the founding of the People’s Republic of China,the development of manufacturing industry has made a great of achievements.It has grown into a pillar industry of China’s economic development and an important engine of China’s economic development.Looking at the world,China is not only the country with the most complete industrial categories,but also the country with the largest manufacturing GDP in the world,far exceeding the developed economies such as the United States,Japan,and Germany.It is particularly important to further promote the sustainable and healthy development of advanced manufacturing industry at present.Although China’s manufacturing industry has made some achievements,its development is still facing many problems:the extensive growth over the years has led to the excessive proportion of China’s manufacturing industry in the low end of the global value chain,the increase of environmental pressure and the decline of demographic dividend will also bring great pressure on the development of manufacturing industry.As the important development direction of the manufacturing industry,the advanced manufacturing industry has become the focus of global competition.For our country,we need to strive to be the first in the new round of industrial competition,and vigorously develop the advanced manufacturing industry is an important measure.In order to better promote the development of advanced manufacturing industry,this paper makes a statistical measurement of its development status,establishes a computable equilibrium model,and systematically simulates and analyzes the advanced manufacturing industry under the framework of the whole macro-economy,to explore policies that are more conducive to the development of advanced manufacturing industry.Of course,it should be noted that the development of advanced manufacturing does not mean abandoning traditional manufacturing.Traditional manufacturing still plays a very important fundamental role in providing products for production and living.This paper consists of five chapters,and the detail content is as follows.The first chapter is the introduction of this study.The main purpose is to clarify the research background of this paper.Based on combing and summarizing the current literature of advanced manufacturing industry,it determines the research direction and research methods,and expounds the research framework of this paper.The second chapter is the statistical measurement of the development of advanced manufacturing industry.This chapter systematically combs the definition of advanced manufacturing industry in the research literature,in order to explore the connotation of advanced manufacturing industry more comprehensively from different dimensions.On this basis,this chapter defines the concept and departments of advanced manufacturing industry,analyzes the overall situation of advanced manufacturing industry by using various statistical indicators,and studies the differences between the departments of advanced manufacturing industry.Finally,by measuring and analyzing the technical efficiency of advanced manufacturing industry,the issue of demographic dividend decay is discussed.The third chapter is the construction of CGE model and the parameter calibration,which provides model and data preparation for policy simulation.This chapter constructs a standard CGE model including production,price,income,consumption,and other modules,compiles the social accounting matrix,and completes the calculation and test of CGE model parameters.The fourth chapter is the simulation analysis of the development of advanced manufacturing industry.The simulation scenarios of CGE model are designed,including various scenarios of advanced manufacturing technology progress,production tax and other technological changes,policy changes and economic operation state changes,and the development status of China’s advanced manufacturing industry is simulated and analyzed under various scenarios.The fifth chapter is the research conclusions and policy recommendations.According to the statistical analysis of the development of advanced manufacturing industry and the results of the CGE simulation,this chapter puts forward the policy direction for the development of advanced manufacturing industry,and discusses the important role of advanced manufacturing industry in the future economic development.Finally,the limitations and deficiencies of this study are put forward.This paper concludes that China’s advanced manufacturing industry is not yet "advanced",which is consistent with the overall "large but not strong" characteristic of the manufacturing industry.There are obvious differences among advanced manufacturing sectors,but most sectors still show the characteristics of extensive growth.Under the "double circulation" and demographic dividend attenuation’s background,the development of advanced manufacturing industry is of great significance,as a whole needs to rely more on science and technology innovation and promote the development of the advanced manufacturing industry,but also should carry out different policy according to the characteristics of the advanced manufacturing departments,and adjusted by the means of comprehensive utilization of production taxes,tariffs,etc.The main innovative work of this paper can be summarized as follows:First,the advanced manufacturing sector is selected and the development status of the advanced manufacturing sector is measured statistically.Among the 149 sectors in the input-output table,the corresponding sectors of advanced manufacturing are screened out.This paper measures the development of advanced manufacturing industry from various angles by means of statistical methods at the level of total quantity and department.Second,it constructs the social accounting matrix with advanced manufacturing industry as the core.Third,through using CGE model,the advanced manufacturing industry is brought into the macroeconomic framework for policy simulation analysis,and it constructes the analytical framework of policy research on advanced manufacturing industry in China.
