As one of strategic emerging industry, aviation industry can representa country of the integrated comprehensive strength, and mark the advancedlevel of national manufacturing industry. The aviation industry can not onlypromote the growth of the upstream and downstream industries, but alsoraise the level of scientific research of country, and accelerate thetransformation and upgrading of manufacturing industry. In the scheme ofthe large aircraft manufacturing, the support of national policy provide avital service. But, earlier studies research our aviation by institutionalchange and technology gap, so this paper compared Domestic andindustrial policies to support large aircraft, and studied the Effect of largeaircraft industry driven by investment policy, then recommend relevantpolicy.The paper built a computable general equilibrium (CGE) model tostudy the relation between aviation manufacturing industry and airtransportation industry, and analysis the effects of different investmentpolicies in Shanghai. Simulation results indicated that, increasing theinvestment of aviation manufacturing industry could promote the amount of secondary industry and macro-economy, but might restrain thehousehold consumption. There existed an optimal level of investmentabout aviation manufacturing industry, which could maximum theeconomic growth. The increment of investment should be limitedappropriately. On the whole, the investment structure of the industry chainneeded to be improved, and residual investment formerly spent on airtransportation industry could be transferred to other industries to perfectthe efficiency of capital. Besides, the special attention to the industrialupgrading and technology spillover in related industries must be paid inorder to create synergistic effect along with the development of aviationindustry.
