Research On The Long-term Mechanism Of Consumption Assistance From The Perspective Of Supply And Demand Adaptation

Consumption is one of the most important economic activities,which has run through the entire human history.Consumption assistance is a practice that uses consumption as a means to solve social problems,and has existed for a long time after human society entered the era of commodity economy.Consumption poverty alleviation is a special manifestation of consumption assistance in the special historical period of poverty alleviation in my country,and has made positive contributions to helping the historic eradication of absolute poverty.From 2021,our country has entered a new stage of development,the focus of anti-poverty has shifted from absolute poverty to relative poverty,and consumption assistance has also ushered in a new historical mission.This article is based on the macro background that after building a well-off society in an all-round way and realizing the first century-old goal,my country has entered a new stage of development,and the focus of anti-poverty has shifted from absolute poverty to relative poverty.Realizing the transformation of consumption assistance from the government-led to the organic combination of government,market and society as the research focus,starting from solving the main contradiction between the supply and demand of consumption assistance,discussing the new development stage of consumption assistance from both theoretical and practical aspects the long-term mechanism of consumption assistance is proposed,and the target model and basic path for building a long-term mechanism of consumption assistance in the new development stage are proposed.The whole thesis consists of four parts.The first part is the theoretical basis and evolution process of constructing a long-term mechanism of consumption assistance,and solves the problem of why consumption assistance should be transformed from government-led to market-led,including Chapter 0 to Chapter 2.This part analyzes the necessity of shifting from government-led to market-led consumption assistance from two dimensions of theory and history.In the theoretical dimension,from the two levels of Marxist political economy and Western economics,we trace the ideas of supply-demand adaptation and consumption in economic theory respectively.In the historical dimension,the evolution of consumer assistance is analyzed,and the evolution of consumer assistance is divided into three stages: social-oriented,government-oriented and market-oriented.During the period of poverty alleviation,under the background of taking the overall situation of economic and social development in poverty alleviation,relying on the system and mechanism of poverty alleviation,my country has formed a government supported by three systems: the village-based work team system,the paired assistance system,and the administrative apportionment system.After the end of poverty alleviation,the original system and mechanism of poverty alleviation began to undergo a new round of transformation.The foundation on which government-led consumption assistance rested has changed,and the original support system cannot continue to maintain the effective operation of consumption assistance.It is necessary to transform to market-led consumption assistance.The second part is about the main contradictions faced by the the long-term mechanism of consumer assistance,and analyzes the entry point and main task of constructing the long-term mechanism of consumption assistance from the realistic dimension,that is,the content of Chapter 3.This part elaborates in detail that the main contradiction facing the establishment of a long-term mechanism for consumer assistance at the current stage is the mismatch between supply and demand,which is embodied in five aspects: the scale of supply and demand,spatial structure,category structure,quality structure and time structure of consumer assistance.And further relying on the detailed first-hand survey data obtained from the survey on the productivity development level of the poverty-stricken areas and the poverty-stricken population,the survey of the front-line assistance cadres,and the consumer assistance consumer survey,it is believed that the main reasons for the mismatch between the supply and demand of consumer assistance are the main reasons.There are three aspects: the low level of effective supply of assistance objects,the high proportion of government consumption,and the imperfect matching mechanism between supply and demand,which correspond to the supply side,demand side and supply and demand connection link of consumption assistance respectively.The third part is the main part of the thesis,which solves the problem of how to build a long-term mechanism of consumption assistance in the new development stage,including chapters 4 to 8.Chapter 4 constructs and explains the overall analysis framework of the long-term mechanism of consumption assistance from the perspective of supply and demand adaptation.This chapter focuses on the main contradiction in establishing a long-term mechanism for consumption assistance in the new development stage—the mismatch between supply and demand.In view of the direct and fundamental causes of the mismatch between supply and demand,it builds a supply optimization mechanism based on consumption assistance,The main content is the demand expansion mechanism and the supply and demand matching mechanism,and the long-term mechanism of consumption assistance with the market-led "government-market-society coupling" as the core model.Among them,the supply optimization mechanism plays a comprehensive role in alleviating the mismatch between supply and demand of consumer assistance,and can comprehensively promote the adaptation of consumption assistance supply and demand scale,spatial structure,category structure,quality structure and time structure.The demand expansion mechanism includes: It helps to alleviate the contradiction between total supply and demand mismatch and spatial structure mismatch.The role of the supply-demand matching mechanism in alleviating the mismatch between supply and demand for consumption assistance is mainly reflected in the structural aspect,which can promote the spatial structure and spatial structure of the supply side and the demand side.Chapters 5-7 carry out specific research on the three major mechanisms of consumption assistance supply optimization mechanism,demand expansion mechanism and supply and demand matching mechanism.These three chapters respectively elaborate the operation mechanism of supply optimization mechanism,demand expansion mechanism and supply-demand matching mechanism,as well as the specific division and coupling of government,market and society in each mechanism.It is divided into empirical analysis around relevant key points,difficulties and controversial points,and puts forward suggestions for improving the relevant mechanism according to the research results.The study found that the focus of building a supply optimization mechanism is to strengthen market entities in poverty alleviation areas,the focus of building a demand expansion mechanism is to expand non-governmental consumption,and the focus of building a supply-demand matching mechanism is to strengthen the construction of market-oriented supply and demand platforms.Chapter 8 puts forward the supporting measures to build a long-term mechanism of consumer assistance.This chapter analyzes the construction of a long-term mechanism for consumer assistance,in addition to solving the problem of supply and demand mismatch,what kind of supporting measures are needed to ensure the role of consumer assistance in helping vulnerable groups,avoid "elite capture",and provide for consumption Support the long-term mechanism to provide a good macro operating environment,etc.The main points of supporting measures to build a long-term mechanism for consumer assistance include improving the link between consumer assistance suppliers and poverty alleviation households,coordinating the relationship between enterprise suppliers and other types of suppliers,and strengthening regional cooperation in consumer assistance.The fourth part is the main research conclusion and prospect of the paper,namely Chapter 9.It mainly summarizes the research conclusions of the text,and looks forward to the future research issues.The possible innovations of this paper are: First,the analysis perspective of supply and demand adaptation is proposed.Existing research on consumer assistance is mostly based on the demand side or supply side of consumer assistance.Help carry out systematic research.The second is to construct and explain the consumption assistance model of "government-market-society coupling" under the market leadership.At the current stage,although my country’s consumption assistance has taken solid steps from government-led to market-led,the existing market-led consumption assistance model is still immature,and it is necessary to build a mature market-led consumption assistance model.This paper constructs and explains the consumption assistance model of "government-market-society coupling" led by the market,and conducts a detailed study and exposition of the division of labor between government,market and social forces.The third is to construct and explain the analytical framework of the long-term mechanism of consumption assistance from the perspective of supply and demand adaptation.Existing research on consumer assistance is mostly scattered,or only analyzed from the specific operational level.However,under the new situation of the new stage of development,there are limitations in exploring the optimization path of consumption assistance simply by "crossing the river by feeling the stones",and a more systematic top-level design is required.This article takes the main contradiction between the supply and demand of consumer assistance as the starting point,and constructs and explains the analytical framework of the long-term mechanism of consumption assistance from the perspective of supply and demand adaptation,including the objectives,basic principles,components,and construction mode of the long-term mechanism.The specific content of consumption assistance from the perspective of supply and demand adaptation is the supply optimization mechanism,the demand expansion mechanism and the supply and demand matching mechanism.Empirical research is carried out on the key issues in the demand expansion mechanism and the supply and demand matching mechanism.
