Consumption assistance is an important policy arrangement to consolidate and expand the achievements of poverty alleviation and help rural revitalization,and the implementation effect of the policy is of great significance to promote the realization of common prosperity and accelerate the process of Chinese-style modernization.Therefore,based on the attention to the implementation effect of consumption assistance policies,the evaluation of the effect of consumption assistance on the expansion of rural transactions was carried out.Firstly,the "three ends" of consumption assistance leads to the expansion of rural transactions and their connotations are defined,and the "three ends" theoretical analysis framework of consumption assistance leads to the expansion of rural transactions is constructed,and the mechanism of rural transaction expansion on the supply side,the connection side and the demand side are respectively explained.According to the toplevel design content of the consumption assistance policy at the "three ends",the corresponding effect evaluation system is constructed from the dimensions of resultant effect,impact effect and guiding effect.According to the "three-end" mechanism of consumption assistance leading to the expansion of rural transactions,combined with the constructed evaluation system,the relevant cases and data are analyzed,and the results show that the effect of consumption assistance leading to the expansion of rural transactions is indeed reflected in the "three ends".On the supply side,with consumption assistance as the traction,it has brought about the optimization of rural supply-side products,brand building,the development and improvement of the industrial system,the continuous improvement of supply capacity and the market-oriented growth of supply subjects,which has stimulated the endogenous development momentum of revitalization.At the connection end,the multi-directional connection function of the main body of the connection end between supply and demand is fully utilized,the total amount of product transactions is increased,and in the process of establishing multi-directional connection,the brand building and industrial growth of the supply side are started in the way of "connecting end + supply side";In the way of "connecting end + connecting end",the incubation of market-oriented subjects is realized and their market-oriented development is driven;Empowering market-oriented transactions in the way of "connecting end + demand side" has opened a virtuous circle of "three-end" development.On the demand side,the implementation of consumer assistance has brought about the expansion of the demand market for help products,the extension of the transaction radius,the improvement of purchase convenience and accessibility,the improvement of consumer perceived benefits,and the establishment of market trust in help products,enhancing the stability and sustainability of market demand,and more help products are included in the domestic cycle.Finally,in order to further build a long-term development mechanism for consumption assistance and continue to give full play to the effectiveness of policies,corresponding suggestions are put forward in optimizing the supply side,strengthening the connection side,expanding the demand side and strengthening policy guarantees.Combined with the shortcomings in the evaluation process,further thinking is made on the scientific evaluation of the effect of consumption assistance policies.
