Study On The Long-term Mechanism Of Industrial Assistance

Since the implementation of the national comprehensive assistance policy,the aid to Tibet has been a comprehensive aid,which can be divided into three parts:financial aid,project assistance and personnel assistance.And industry assistance is integrated with these three parts of the aid.For a long-term mechanism to establish industry in Tibet,is worthy of in-depth research and analysis,mainly relates to aid funds safeguard mechanism,promote industrial development,personnel training support,project management and quality supervision and guarantee mechanism,the cadre rotation and training mechanism,etc.Taking Chaya county of Changdu,Tibet as an example,the operating software focus on project management,talent localization,the mechanism of coordination and management,etc,the main research includes the following aspects:In the first part,the study introduces the background,significance,methods and ideas of the research on the thesis.In the second part,first introduced and the basic situation of economic and social development,and then explain the current industrial aid the status,finally the main achievements made during the 12th five-year plan are summarized.In the third part,taking chaya county of changdu city as an example,This paper analyzes the problems existing in the process of industrial assistance,and studies the causes of the problems caused by industrial assistance.The fourth part is the establishment of the long-term mechanism of industrial assistance.This paper discusses three aspects:the long-term mechanism of talent assistance,the long-term mechanism of technology cultivation and the long-term mechanism of operation and management.The fifth part,through the analysis of this paper,draws the research conclusion and summarizes the innovation points.The deficiency is explained,and the development trend of the work in Tibet is prospected.
