In the context of adhering to the innovation-driven development and building a socialist modern country’ strategy,technological innovation has become the driving force to promote the transformation of economic development mode,aiming to realize the transformation of economic development mode from extensive mode to sustainable mode through the upgrading and transformation of industrial structure.Industry is an important support for national economic development,the most active industrial sector for technological innovation,and the main source of energy consumption and pollution discharge.The 14 th Five-Year Plan proposes to strengthen the main position of firm innovation,and the China’s industrial scale is large,with significant heterogeneity among firms in terms of economic strength and resource background.Accurate measurement of technological innovation performance of Chinese industrial firms can not only help decision makers to grasp the situation of technological innovation and resource utilization,but also provide policy guidance for decision makers to formulate promotion strategies.It is worth noting that the research of technological innovation performance is not only an evaluation of the research objectives,but also should focus on the long-term mechanism of its effects on the economic environment,and provide guidance on the path and strategy for technological innovation to achieve the economic and environmental benefits.Therefore,this paper constructs the measurement mode to analyze Chinese industrial firms’ technological innovation performance terms of both efficiency and benefit.On the one hand,by measuring the quantitative relation from technological innovation input into output,this paper analyzes the efficiency and its promotion potential;on the other hand,the economic,environmental and green benefits of technological innovation are analyzed from the perspectives of the contribution of technological innovation input,output and efficiency to economy,environment and the comprehensive consideration of economic environment respectively.At the theoretical level,it provides a measurement basis for the improvement of technological innovation efficiency and input-output effects,and at the practical level,it provides a strong support for insisting on promote industrial reform through the innovation-driven strategy,and realizing sustainable development,the research contents mainly include:Firstly,based on the innovation value chain perspective and green development concept,a two-stage non-radial DEA model is constructed to measure the technological innovation efficiency of Chinese industrial enterprises.This paper based on the innovation value chain theory,and considering both economic and environmental outputs,the DEA method is applied to measure the static and dynamic technological innovation efficiency of Chinese industrial enterprises.Meanwhile,the differences and characteristics of technological innovation efficiency under different conditions are identified in terms of ownership,time variation,regions and sectors.And targeted technological innovation efficiency improvement paths and strategies are proposed according to different technological innovation types of enterprises.Secondly,based on the thick-tailed distribution of economic data and time series auto-correlation characteristics,a dynamic panel quantile regression model is constructed to capture the dynamic heterogeneity of technological innovation economic efficiency from a multidimensional perspective.The heterogeneous contributions of technological innovation inputs,outputs,and efficiency are explored separately,and the moderating effects of firm size and ownership are verified,so as to provide a more comprehensive measure of technological innovation economic benefits from the perspective of firm economic growth.The results show that:technological innovation inputs can promote firm growth,except at extreme quantiles,and the degree of promotion of technological innovation inputs is stronger as firm growth levels increase;however,technological innovation outputs do not contribute significantly to firm growth;the technological innovation overall efficiency can effectively promote firm growth,but the R&D and commercialization stages are heterogeneous at different quantiles.In addition,firm size does not moderate the relationship between technological innovation and firm growth,while firm ownership significantly moderates the relationship between technological innovation and firm growth,but with heterogeneity at different quantiles and technological innovation measurement perspectives.Thirdly,based on the cross-sectional spatial auto-correlation characteristics of technological innovation and environmental issues,a spatial panel regression model is constructed to capture the spatial effects of the environmental benefits of technological innovation from a multidimensional perspective.This paper integrates three major categories of industrial solid,liquid and gaseous emissions and constructs an industrial environmental pollution index using entropy weighting method;analyzes the spatial pattern of technological innovation and its spatial correlation and spillover effects on environmental benefits from three aspects of technological innovation inputs,outputs and efficiency,respectively,and tests its spatial and temporal heterogeneity.The results show that: technological innovation inputs can effectively alleviate the pollution level,but do not effectively exert their spatial spillover effects due to the existence of technical barriers;technological innovation outputs can aggravate local environmental pollution,but have negative spatial correlation and can significantly reduce the emission of environmental pollutants in neighboring provinces;the overall efficiency of technological innovation and the efficiency of the commercialization stage of results can significantly suppress the emission of local industrial pollutants,while there has significant negative spatial spillover.The efficiency of R&D stage has a significant negative indirect effect on industrial environmental pollution.The direct and spillover effects of technological innovation are heterogeneous across regions and time periods.Finally,based on the asymmetric and time-series auto-correlation characteristics of technology innovation and green growth data,a dynamic panel threshold model is constructed to capture the dynamic nonlinear effects of green benefits of technology innovation.The economic and environmental benefits are integrated,and the Malmquist-Luenberger index is used to construct a green growth index to reflect the level of environmentally inclusive growth;and the non-linear contribution paths of green benefits of technological innovation are examined from the multidimensional perspectives of technological innovation inputs,outputs and efficiency,respectively.The results show that technological innovation in Chinese industrial enterprises can significantly improve green growth,confirming that the establishment of Porter hypothesis is closely related to the intensity and type of environmental regulation,and suggesting that technological innovation and environmental regulation have complementary relationships in promoting industrial green growth.
