Since the reform and opening up,China’s industrial economy has achieved unprecedented development,in which industrial agglomeration is an extremely important booster. However, the three-high growth mode of agglomeration has brought enormous environmental pressure to Chinese society and threatened the sustainability of economic growth. In response to this dilemma, the Chinese government has proposed that China’s economy should enter the new normal and pay more attention to high-quality economic development. At the same time,it has also clearly put forward five development concepts of “innovation, coordination, green, openness and sharing”,and determined the strategic importance of green development. Then,in the new development stage, can industrial agglomeration promote the green transformation of China’s industrial economy? This study explores and studies this important theoretical and practical problem that needs to be solved urgently. This study combines mathematical modeling and empirical testing.Through the expansion of the output density model,it is found that the impact of industrial agglomeration on total factor green efficiency is an “inverted U” relationship, and there are two transmission paths of cost efficiency and innovation spillover.Furthermore, the dynamic panel econometric model, combined with instrumental variable method, generalized moment estimation(GMM)and core explanatory variable replacement method,is comprehensively used to verify the nonlinear impact of industrial agglomeration on green efficiency. At the same time, the intermediary effect model method is used to verify the existence of cost efficiency path and innovation spillover path.Through in-depth study, this study finds that: first, there is a significant “inverted U”relationship between industrial agglomeration and green efficiency in China’s industrial sector as a whole, and it has entered the stage of promoting reduction.Secondly, innovation spillovers and cost efficiency are two significant paths for China’s industrial agglomeration to affect green efficiency, but their performance is different. On the one hand, industrial agglomeration promotes innovation spillovers, and all industrial industries are in the stage of industrial agglomeration promoting innovation spillovers. On the other hand, although China’s industry as a whole,high-emission group and low-emission group are all in the stage of efficiency improvement, more than a quarter of industries have entered the stage of cost efficiency reduction.Thirdly,in the two paths of industrial agglomeration affecting green efficiency, the intermediary role of cost efficiency path is stronger than that of innovation spillover path. This discovery just fits in with the realistic background of the transformation of China’s industrial economic growth mode from extensive growth to high-quality growth, and also shows that in the next step,we should pay attention to the balance of the two paths when promoting green efficiency from the perspective of industrial agglomeration, and strengthen the emphasis on innovation spillover paths. To sum up,this study puts forward policy recommendations such as strengthening congestion effect governance, improving cost and innovation path through collaboration, and promoting technological innovation of industrial clusters. This study examines the impact mechanism of industrial agglomeration on green efficiency from the industrial level, and mainly has the following three innovations:(1)A new theoretical analysis framework of industrial agglomeration and green efficiency is put forward. In view of the particularity of the relationship between industrial agglomeration and green efficiency, this study re combs, summarizes and deduces the traditional agglomeration externalities, and depicts two transmission paths of industrial agglomeration affecting green efficiency, namely, cost efficiency path and innovation spillover path, using the monetary externalities and technological externalities of agglomeration, thus making the new framework suitable for studying the impact of industrial agglomeration on green effects from the industrial level.(2)A mathematical model is built to analyze the impact mechanism of industrial agglomeration on green efficiency. This study expands the traditional output density theoretical model.By introducing energy consumption and innovation input variables into the traditional model,it deduces that there is an inverted U-shaped relationship between industrial agglomeration and green efficiency from the perspective of the theoretical model. This is related to the life cycle changes and negative externalities of industrial agglomeration.Furthermore, this study deduces that energy intensity and innovation efficiency play a mediating role in the impact of industrial agglomeration on green efficiency, and analyzes the dynamic changes and mechanisms of the above two paths in the life cycle of industrial agglomeration.(3)An empirical analysis strategy based on the mathematical model is constructed. For the first time, the impact of China’s industrial agglomeration on green efficiency is investigated from the industrial level by taking China’s industrial sub-sectors as the research object.By converting the results of mathematical models into econometric models, this study firmly proves that China’s industrial agglomeration has an inverted U-shaped impact on green efficiency, and analyzes the heterogeneity of different industrial sectors in detail. For example, the power supply and gas supply industries are still in the stage of promoting green efficiency by industrial agglomeration, because their industrial agglomeration is still growing. On the contrary, more than a quarter of industries have entered the stage of promoting the reduction of cost efficiency by industrial agglomeration, which is related to that they have entered the mature period, and the crowding effect is prominent. It also tests the existence of energy intensity(cost efficiency path)and innovation efficiency(innovation spillover path)in the impact of industrial agglomeration on green efficiency for the first time by constructing a dediating effect model, and points out the necessity of path adjustment and transformation.
