Grain security is not only related to the survival of individuals,but also closely related to social stability,and is crucial to the economic development of a country,and is a comprehensive strategic issue.In recent years,China’s total grain output has maintained a growth trend,and per capita grain output has been higher than the internationally recognized grain security line since 2010.Although China’s grain security level has gradually improved,it still faces problems such as the high cost of maintaining the current grain security level and the vulnerability of grain security.The report of the Party’s 20 th National Congress proposed to "ensure the security of grain,The grain industry chain’s development should be coordinated to integrate production,storage,transportation,processing,sales,and external market,technology,and policy environment into a comprehensive research scope,with stability and efficiency as its core.This will foster win-win cooperation among all involved in the chain,thus improving the resilience and security of the industrial and supply chains,and guaranteeing national grain security.Energy and resources are also essential components of this process.The coordinated development of grain industry chain is an inevitable trend to achieve multi-party coordination of grain production,processing,sales and environment,optimize resource allocation,improve grain quality and safety,and achieve sustainable development.Complex system theory provides a new theoretical perspective and analytical tools to study the coordinated development mechanism of grain industry chain from the external environment and internal entities.Based on the complex system theory,this paper takes the coordinated development of the grain industry chain as the research object,analyzes the internal and external factors affecting the coordinated development of the grain industry chain in view of the realistic dilemma of the coordinated development of the grain industry chain in China,and explores the formation mechanism and realization mechanism of the coordinated development of the grain industry chain based on the relationship between the influencing factors.A summary of the realization mode of the coordinated development of the grain industry chain is obtained through case analysis,and a proposed optimization strategy is presented to offer theoretical support and practical reference for the same.The main conclusions are thus:Firstly,the development status of the production link,processing,storage and transportation link and sales link of China’s grain industry chain was sorted out,and the deviation-share analysis method was used to make a statistical analysis of the coordinated development of the grain industry chain.The results showed that there were differences in the development of the grain industry chain in different regions,and the development of the grain industry chain in 31 provinces was unbalanced,and all provinces did not have a complete grain industry chain.Comparing and analyzing each link of grain industry chain,it is found that in the production link,the provinces with large grain production have good advantages of land,labor and other resources,but the grain production efficiency is low;In the processing sector,the development scale and development efficiency of the production and processing sectors in several major grain-producing provinces are not matched,and the resource and production advantages are not yet fully transformed into industrial and economic advantages.In the sales link,the main grain sales area has advantages,but the production and processing links are weak.This reality leads to problems such as lack of good cooperative relations among subjects,poor circulation of industrial chain resources,unreasonable distribution of benefits,and imperfect environment for coordinated development of China’s grain industry chain.Second,based on the analysis of the practical dilemma of the coordinated development of the grain industry chain,the paper identifies the influencing factors of the coordinated development of the grain industry chain through the method of rooted theory,The DEMATEL model was employed to assess the interaction between the influencing factors in order to investigate the driving and essential elements of the coordinated development of the grain industry chain.The findings indicated that the main elements influencing the coordinated development of the grain industry chain were: primary resources,primary relationships,primary interests,market environment,technological environment,and policy environment.Market,technology,policy,and environment are the primary causes,which have a considerable effect on other factors,mainly by impacting other factors to affect the coordinated development of the grain industry chain.Primary resource,relationship,and interest are the result factors,which are easily influenced by other factors,and thus have a greater effect on the coordinated development of the grain industry chain.The grain industry chain’s coordinated development is driven by external elements such as the market,technology,policy,and environment,while internal elements such as main body resources,relationships,and interests are the essential elements for its successful growth.Third,analysing the formation mechanism of the coordinated development of the grain industry chain,three aspects are taken into account: dynamic elements,self-organization process,and formation path.This is due to the intricate nature of the grain industry chain,as well as the examination of internal and external influencing factors.At the current development stage,the driving force of supply and demand of the industrial chain,the driving force of digital transformation and the driving force of the government corresponding to the external market,technology and policy environment are the driving factors of the coordinated development of the grain industry chain,and the three driving forces are interrelated and interact to promote the coordinated development of the grain industry chain.Resource synergy level,organizational synergy level and interest synergy level corresponding to the key factors of internal main resources,relationships and interests are the order parameters of the coordinated development of the grain industry chain.With the change of time and external environment,the order parameters will also change correspondingly,determining the state of the coordinated development of the grain industry chain.A collaborative mechanism,spontaneously formed by the grain industry chain’s main body,will be ever-evolving to keep the system stable and the development process sustainable,adapting to environmental shifts.The grain industry chain’s development,which is coordinated,is mainly comprised of three stages: the initial formation stage,the growth and cooperation stage,and the mature and interactive stage.Each stage is dominated by different main order parameters,which promote the grain industry chain system to enter a higher level of coordination.Fourth,build a trust cooperation mechanism,information coordination mechanism,interest coordination mechanism and environmental governance mechanism for the coordinated development of the grain industry chain from the four dimensions of organizational coordination,resource coordination,interest coordination and environmental coordination.In the initial stage of the collaborative development of grain industry chain,the dominant order parameter is the level of organizational cooperation,and the trust cooperation mechanism is built according to the change of its state.In the cooperative development stage of grain industry chain,the dominant order parameter is the level of resource coordination.According to the change of its state,the resource integration mechanism led by resource coordination is constructed.In the mature interactive stage of the collaborative development of grain industry chain,the dominant order parameter is the level of benefit coordination,and the benefit distribution mechanism is constructed according to the change of its state.At the same time,build an environmental support mechanism for the coordinated development of the grain industry chain,and create a loose policy,market and technical environment to support the collaborative evolution of the industry chain.Finally,taking Jinchugu,Co FCO and Jingdong Farm as examples,this paper empirically evaluates the level of grain industry chain collaborative development involved in the three cases,summarizes the realization mode of grain industry chain collaborative development,and puts forward optimization strategies.The research of the above content shows that the collaborative development mechanism of grain industry chain based on complex system theory can provide scientific theoretical guidance and practical path for the collaborative development of China’s grain industry chain. |
