The food supply chain is a complex network system that integrates food production, supply and consumption as a whole. In recent years, the management of their own array, coordination adverse decision-making, low level of information sharing, little security coordination and convergence, and weak comprehensive management exist in the food companies and related companies in the complex system, leading to a variety of outbreak of food safety issues. Therefore, in order to effectively solve the food safety problem caused by the coordination decision-making adverse between the agents in the food supply chain system, the paper uses complex adaptive systems (CAS) theory and the theory of system dynamics (SD), bases on the analysis of the complex adaptive and system dynamics characteristics of the food supply chain system coordination decision-making, and studies the coordination decision-making behavior of the food supply chain system from the point of view of the overall situation. First, focusing on the bullwhip effect caused by the failure of demand information and food safety information sharing and the problem of failing to secure supply of food during the coordinate decision-making process between agents within the food supply chain system, the paper makes use of SD method and evolutionary game theory to build the SD simulation model of the food supply chain bullwhip effect and the evolutionary game model of the coordination behavior between agents within the food supply chain system, the results show that:information sharing between the agents within the food supply chain system is an effective method to solve the bullwhip effect and the problem of failing to secure supply of food, it is also a powerful guarantee of coordination decision-making between agents within the food supply chain system; Second, focusing on the coordination decision-making between the food supply chain system and agents of its external environment, the paper establishes an evolutionary game model of multi-agent coordination decision-making behavior including only two agents, and simulates the model by SD, model analysis and simulation results show that evolution results of coordination decision-making between the supply chain system and agents of its external environment depend on the cost of regulation, punishment, punishment strategy and the production costs of food production enterprises, and dynamic penalty strategy can effectively control the volatility of the evolution process; Finally, based on the results, the paper summarizes the coordination decision-making mechanism of the food supply chain system and constructs the coordination decision-making mode of the food supply chain system. In summary, the paper analyzes the main coordination decision-making behavior and result between agents in the food supply chain system from the perspective of system theory, instead of just being limited to the perspective of a single node enterprise or an element. The study of the paper is a very positive practical significance for guaranteeing food safety, enhancing the awareness of the collaboration of all the members in the food supply chain system, developing the degree of information sharing, improving the operational efficiency and competitiveness of the entire supply chain system, increasing the income of the agent, and improving the overall service level in the current China’s food industry.
