The goal of building a modern agricultural industrial park is to increase the production and income level of farmers as well as improving the competitiveness of agriculture.It provides farmers with increased income and rural development through a benefit linkage mechanism.In recent years there has been important progress in the construction of modern agricultural industrial parks in China,but there is still a need for improvement in the help of farmers’ production income.The regional development of modern agricultural industrial parks varies greatly.Therefore,the government needs to study the mechanism of industrial parks to drive the production and income of farmers and conduct policy evaluation.This will provide theoretical support for the construction of modern agricultural industrial parks.The paper is based on the impact of modern agricultural industrial parks on the production and income of farm households as a research topic.The research methods are weighted TOPSIS method,Order Probit model,stochastic frontier production function model,Tobit model and other econometric methods.The data sources are the national modern agricultural industrial park monitoring data and the potato national modern agricultural industrial park farm household survey data.This article evaluates the effects of modern agricultural industrial parks on driving farm household production and income and makes policy recommendations.The main results of the article are:First,the impact of national modern agricultural industrial parks on farmers is beginning to emerge,but the development is uneven.Since the creation of modern agricultural industrial parks,enterprises,cooperatives and other business entities have developed rapidly.The industrial park has gradually formed the organization of "farmers + leading enterprises" "farmers + cooperatives" and "farmers + cooperatives+ leading enterprises" by improving and innovating the mechanism of linking farmers’ interests.mode.The organization mode of "farmer + leading enterprise" "farmer + cooperative" and "farmer + cooperative+ leading enterprise" has been gradually formed.However,the average value of the performance rating of industrial parks on farmers’ production and income is 0.223,and there is much room for improvement.The development of the joint farming and farming effect in different industrial parks is uneven,and the regional differences and industrial differences are relatively large.In terms of leading industries,the seed industry industrial park has the highest farmer-led capacity,followed by the grain crops industrial park,the cash crop industrial park and the breeding industrial park.From a regional perspective,the modern agricultural industrial park in Northeast China has the highest farmer-led capacity,followed by the South China,Southwest China,Huanghuaihai region,Middle and lower reaches of the Yangtze River,Northwest China,Loess Plateau region,Inner Mongolia and Great Wall region and Qinghai Tibet region.Second,participation in modern agricultural industrial parks had a positive impact on technology adoption by farmers.The study found that participating farmers used more green and efficient potato cultivation technologies than non-participating farmers.Farmers’ participation in the industry increased the adoption of 13 potato production technologies,such as detoxification of seed potatoes,water and fertilizer integration,and green pest control,and participation in training and technology awareness also had a positive effect on potato technology adoption.However,farmers’ participation in modern agricultural industrial parks has heterogeneity in the adoption of various technologies.The adoption of good seeds,water-saving irrigation,fertilizer and pesticide reduction and efficiency,green control,recycling and mechanization of agricultural resources had a significant positive impact.In terms of different organizational modes of participation in industrial parks,compared to self-production and selfmarketing farmers,cooperative-led and leading-enterprise driven have significant promotion effects on farmers’ mechanization,green prevention and control,fertilizer and pesticide application reduction and efficiency increase,and the use of good seeds.Third,participation in the modern agricultural industrial park is an important factor in improving the production and technical efficiency of farmers.The technical efficiency level of potato farmers participating in the industrial park was 0.130 higher than that of non-participating farmers,with the average technical efficiency of potato farmers in the participating group being 0.719 and that of nonparticipating potato farmers being 0.589.Compared with self-production and self-marketing farmers,the technical efficiency of production of farmers driven by cooperative organizations and leading enterprises was enhanced,with the highest technical efficiency of leading enterprises being 0.770.The level of technology adoption plays a part in mediating the impact of farmers’ participation in the industrial park on the technical efficiency of production,with a mediating role of 11%,which indicates that farmers improve their own technology adoption level and further improve the technical efficiency of production through participation in the industrial park.Although the industrial park is an important factor to improve the technical efficiency of farmers’ production,the overall level of technical efficiency of production for farmers in the study area is not high,and the mean value of technical efficiency of production for all farmers is 0.691,and about 60% of technical efficiency of production is concentrated between(0.5,0.8].If the technical inefficiency term is eliminated,the technical efficiency of potato farmers has room for improvement of 30.9%.Fourth,participation in modern agricultural industrial parks has a significant effect on the income level of farmers.Compared with potato farmers who did not participate in the industrial park,potato farmers who participated in the industrial park had a significant increase in total per capita income,per capita agricultural income and per capita non-agricultural income.The total per capita household income of potato farmers participating in the industrial park increased by 57.4%,agricultural income per capita increased by 53.1%,and non-agricultural income per capita increased by 40.2%.In terms of different industrial park interest linkage models,the per capita household income of farmers driven by agricultural product acquisition,shareholding cooperation and employment was 44.9%,63.1% and 58.0% higher than those who did not participate in each linkage model,respectively.In terms of different industrial park organization modes,the per capita household income of farmers driven by cooperative organizations and those driven by leading enterprises is39.8% and 76.3% higher than that of non-participating farmers,respectively.The mechanism of indirect effects of technology effect and production effect on income effect of participation in modern agricultural industrial parks was verified.Potato farmers were driven by the industrial park to promote the level of technology adoption and production efficiency,which indirectly contributed to household income.Technical efficiency of production played a mediating role in the effect of potato farmers’ participation in the industrial park on total per capita household income,with a mediating share of 26%.The number of technology adoption mediated the effect of potato farmers’ participation in the industrial park on total household income per capita,with a mediating role of 24%.This paper puts forward some suggestions to enhance the driving ability of farmers in modern agricultural industrial parks: First,according to the actual situation of industrial parks,precisely design the benefit linkage mechanism of farmers.Second,to guide farmers to participate in a close interest linkage model to broaden the channels and space for increasing income.Third,to improve the level of organization of farmers in the industrial park,and help promote the adoption of production technology and productivity.Fourth,to cultivate and support new agricultural business entities and improve the farming capacity of new business entities.The main innovations of this paper are: firstly,the mechanism of farmer-driven ability of modern agricultural industrial park is analyzed from the perspective of farmers,and the theoretical analysis framework of large farmer-driven ability of modern agricultural industrial park is constructed.Secondly,it proposes the technical effect,production effect and income effect of modern agricultural industrial park and their interaction relationship.Third,the evaluation index system of modern agricultural industrial park farmer-driven is created.
