Research On Formation Mechanism Of The Differential Land Supply Strategy Of Local Governments And Its Impact On Manufacturing Innovation

As an important tool for local governments to lead economic development,land plays an important role in promoting the rapid development of China’s industrialization,urbanization and modernization.In the past 30 years,China has become the fastest economic development country in the world with the unique mode of “seeking development by land” in the world.But the pattern of government intervention and the phenomenon of resource allocation control is common,non-market characteristics,makes the market and government failure,land extensive management,resource allocation efficiency,high housing prices and a series of negative problems,the effectiveness of land to promote economic development with the transformation of economic development stage gradually decline.Combined with the present situation of economic development,general secretary made the major strategic deployment of innovation driven development,emphasized to speed up from factor input to innovation driven development stage of development,and the land as manufacturing development space carrier,its effective configuration of manufacturing innovation and development,make under the background of “new normal”,the effective allocation of land factors and manufacturing innovation and development become an important issue for the development of high quality.In the face of economic space structure change and the reality demand of industrial transformation,parts began to consciously adjust the extensive development path dependence,actively explore innovative development of connotative growth path,one of the most significant embodiment is the local government strategy presents the differentiation characteristics,and local government strategy to inevitably cause land supply behavior in promoting the elements of industrial structure adjustment and innovation and development.Then,based on the transformation of real scenarios,the question is,what changes have taken place in the institutional environment of the local government land supply strategy? What are the characteristics of the local government differentiated land supply strategy? What are the drivers of its formation? Can the differentiated land supply strategy of local governments effectively promote the innovative development of manufacturing industry? This is a practical question that needs to be answered,which is of great practical significance for enriching the land supply behavior of local governments and promoting the innovative development of manufacturing industry.To answer the above question,Based on the theory of land rent and land price,local government competition theory,institutional change theory,agglomeration economic theory and other related theories,According to the research paradigm of new institutional economics,The basic analysis framework of “institutional environment--behavior choice--effect evaluation” is constructed,and using the land transaction data of China’s land market online and the provincial five-year planning policy documents,On the basis of sorting out the environmental changes of the local government land supply system.First,two indicators of the deviation degree of land price and the area proportion of key industries are constructed to measure the differentiated land supply strategy of local governments.And the progressive DID model is used to test the government behavior characteristics of the differentiated land supply strategy;Next,Drawing on the delegate-agent analysis framework proposed by Holmstrom,Constructing a theoretical model to analyze the main driving factors of differentiated land supply strategy from the perspectives of regional development competition and total land supply constraint.And the PSTR model is used to test the actual evidence;once more,Analyzing the influence effect of local government differentiated land supply strategy on manufacturing innovation,From the theoretical level,the influence of local government differential pricing strategy on different production efficiency enterprises is analyzed.And empirically test the impact effect of differentiated land supply strategy on manufacturing innovation,Panel threshold model and panel quantile regression are used to further verify the heterogeneity of the impact effect under different city grade,economic development level and innovation level;Last,from the two dimensions of industrial structure adjustment and the influence of manufacturing innovation from the adjustment of local governments and agglomeration economic effect,the regional heterogeneity of the conduction pathway was further empirically tested.The main research conclusions are as follows:Firstly,the local government land supply strategy has gradually changed from undifferentiated low-price land supply to differentiated land supply.(1)The behavior characteristics of local government land supply are mainly manifested as follows: the proportion of key industries in the land supply structure increases year by year,especially in the eastern region;the ratio between the average transfer price of industrial land and the lowest price standard of industrial land transfer gradually increases,and the transfer price of industrial land increases year by year.(2)The deviation degree of land price and the area ratio of key industries were constructed respectively to measure the differentiated land supply strategy.The results showed that the deviation degree of land price and the area ratio of key industries showed an increasing trend year by year,especially in the economically developed eastern region.(3)Progressive DID model is used to test the government behavior characteristics of local government differentiated land supply strategies.The results show that the deviation degree of land price and the area proportion of key industries are the results of differentiated land supply strategies of local governments.Secondly,regional development competition and total land supply constraint are the main driving factors for the formation of differentiated land supply strategies of local governments.(1)Theoretical analysis shows that when the institutional environment changes,the local government land supply strategy also changes,that is,when the regional development goals change from “partial growth” to “heavy transformation”,and the resource environment changes from “wide supply” to “tight supply”,the local governments tend to adopt differentiated land supply.(2)Empirical analysis shows that the economic development level is low,local governments tend to implement indiscriminate low land supply strategy,the choice of industrial land supply is small,with the improvement of economic development level,local governments tend to implement differentiated land supply strategy,industrial land supply,and tested the regional development competition and total land supply constraint is the main driving factor of local government differentiated land supply strategy,and the different paths under different economic development levels.Thirdly,the differentiated land supply strategy of local governments can significantly promote the innovation level of manufacturing industry.(1)Theoretical model analysis shows that local governments charging low land price from innovative enterprises can improve the efficiency of resource allocation,and then promote the innovation of manufacturing industry.(2)Empirical analysis shows that the differentiated land supply strategy of local governments can significantly promote the innovation of the manufacturing industry,and this research conclusion is still valid after the endogenous test and robustness test.However,the positive promotion effect shows a certain heterogeneity in different city levels,economic development levels and innovation levels.Fourthly,industrial structure adjustment and agglomeration economic effect are the main role path of local governments’ differentiated land supply strategy to influence manufacturing innovation.(1)Theoretical analysis shows that the differentiated land supply strategy of local governments mainly promotes the optimization of industrial structure and industrial structure upgrading through the threshold effect and selection effect,while the agglomeration rent formed under the differentiated pricing and the selection of land supply objects can form a strong agglomeration economy,which can act on manufacturing innovation.(2)Empirical analysis shows that the economic effect of industrial structure adjustment and agglomeration have both passed the verification of mediation model and the test of mediation effect,and these two conduction paths show certain differences between different regions,among which only the eastern region has mediation effect.Based on the above research conclusions,in order to further guide and standardize the land supply behavior of local governments,Effectively give full play to the guiding role of differentiated land supply in the innovation and development of manufacturing industry,This paper strengthens the top-level design of land policy from the aspects of limiting the land supply objects,formulating differentiated pricing policies,and strengthening the management after land supply.To enhance the effective supply of land;Combining regional heterogeneity and industrial development characteristics to implement differentiated land supply strategies according to local conditions to form favorable conditions for manufacturing innovation;And cultivating a healthy innovation environment from the aspects of actively implementing the reform of regional financial system and exploring diversified land supply modes.In order to effectively promote the innovative development of manufacturing industry and other levels to put forward specific policy suggestions.
