Industrial Agglomeration has already became the main mode in china’s regional economy develop-ment, which is considered as the main route of speeding up the economic development and transformae ofeconomic development. Land is regarded as carriers of industries, many scholars had point out that thereare strong relationship between land and industries, but their interaction mechanism has not been explaiinedclearil. Both central and local strengthen the efforts to aid xinjiang, which leads to economic cooperationzone, aid reconstruction model District and some other Industrial Concentration zone in xinjiang. Mean-while, the new round of Land Use Planning is being compiled and Adjustment of Land use structure is be-ing the center of attention. Against this background, this article studies land use structure in industrial ag-glomeration zone as a study focus, in order to build the basic analytical framework about land use structurein industrial agglomeration zone and coordinate social economic development in agglomeration zone.This article is based on System Theory, Location Theory, the Sustainable Development Theory and soon, which is qualitative analysis on the impacting mechanism between industrial agglomeration and landuse structure, pointing out they are inter-related, inter-dependent and accordant in time, space, main bodyand objective. And then, the article proposes the basic analytical framework about adjustment of land usestructure based on industrial agglomeration. It proposes that the adjustment should be considered promot-ing industrial agglomeration as the goal, around the situation about industrial agglomeration and adjustmentof land use structure, to determine adjustment scheme of land use structure by metering method analyzingland use structure both the demand and supply sidesThis article chooses Yinning city for positive analysis, quantitative analysis land use structure and in-dustrial agglomeration by calculating all kinds of index, which finds that land use structure and Industrialagglomeration downtown don’t match, imperative need for tuned and optimized, building mode about ad-justment of land use structure in Yinning city by the principles and methods of System Dynamics, settingup natural agglomeration, moderate concentration and high concentration circumstances by changing thecontrollable variables, realizing the forecast about land use structure In the next10years in Yinning city bycomputer software. Finally, the article chooses moderate agglomeration mode as the best scheme by ana-lyzing classic scheme from the both feasibility and coordination sides and proposes reasonable suggestionsand measures.
