| In August 2020,General Secretary Xi Jinping hosted a symposium on solidly promoting the integrated development of the Yangtze River Delta in Hefei,emphasizing that "the integrated development strategy of the Yangtze River Delta should closely follow the two key words of integration and high quality,break administrative barriers and improve policy synergy with integrated ideas and initiatives,so that factors can flow smoothly in a wider scope,which is conducive to giving full play to the comparative advantages of each region,achieving a more rational division of labor,and gathering stronger synergies to promote high-quality development." To achieve deeper integration of the Yangtze River Delta and give full play to its "integration" effect of enabling high-quality economic development,we should take industrial integration as the foundation of development,market integration as the support,and institutional integration as the guarantee,actively promote three basic levels of integrated development,and lay the "foundation" of integrated development,so as to achieve the "stability" of the construction process of the integrated "high-rise",the "high" construction target,the "wide" area involved,and the "strong" effect of enabling high-quality economic development.Based on the panel data of 41 prefecture-level cities in the Yangtze River Delta from 2003 to 2020,this dissertation examines the internal links among industrial integration,market integration and institutional integration in the Yangtze River Delta and their mechanisms of influencing high-quality economic development through literature review,qualitative and quantitative comparative analysis,and empirical analysis,and draws the following conclusions.First,the analysis of the current situation shows that the industrial integration,market integration and institutional integration of the Yangtze River Delta have all been significantly improved during the sample period,especially the development process of "three-dimensional" integration has been significantly accelerated after the State Council issued the Regional Plan for Yangtze River Delta Region in 2010.However,the development status of "three-dimensional" integration,whether between provinces or between different cities in the province,there is a large gap,and this gap is more obvious in developed cities and cities with a weaker development base,specifically,only the process of institutional integration began to gradually take into account the less developed areas,while in the construction process of industrial and market integration in each province are concentrated on the development of a few advantageous cities,relatively ignoring other cities in the province.In addition,the level of high-quality economic development in the Yangtze River Delta has also been significantly improved in the sample period,but the cities with higher quality economic development are mostly concentrated in Jiangsu and Zhejiang provinces,which have a better development base.Even if Anhui Province in recent years to catch up,there is still a significant gap with Jiangsu and Zhejiang provinces.Second,the industrial integration of the Yangtze River Delta can promote high-quality economic development.Industrial integration in the Yangtze River Delta can not only directly drive the high-quality economic development,but also indirectly promote the high-quality economic development through the optimization of regional industrial structure.However,the direct promotion effect and the indirect effect through the optimization of industrial structure show obvious heterogeneity in the Yangtze River Delta region.Industrial integration can only effectively promote the high-quality economic development of cities in Anhui and Jiangsu.On the other hand,it has obvious U-shaped influence on the high-quality economic development of Zhejiang Province.Comparing with Jiangsu and Anhui provinces,it is found that the overall effect of industrial integration on high-quality economic development is stronger in Jiangsu Province.In addition,both industrial integration and high-quality economic development in the Yangtze River Delta have obvious characteristics of "high-high" agglomeration and "low-low" agglomeration,and the positive promoting effect of industrial integration in the Yangtze River Delta on high-quality economic development also has obvious spatial spillover effect.When considering the spatial spillover effect,the industrial integration of the Yangtze River Delta will play a more significant role in promoting high-quality economic development.Third,market integration in the Yangtze River Delta can promote high-quality economic development.The integration of the Yangtze River Delta market can not only directly drive the development of high-quality economy,but also indirectly promote the development of high-quality economy by creating regional cost advantages.However,the cities in Jiangsu,Zhejiang and Anhui provinces cannot exert both effects at the same time.Among them,Jiangsu and Zhejiang provinces mainly rely on the direct effect of market integration,while Anhui Province mainly relies on the indirect effect of creating regional cost advantage.By comparing the three provinces of "Jiangsu,Zhejiang and Anhui",it is found that the driving effect of market integration on high-quality economic development is strongest in Zhejiang,followed by Jiangsu and slightly weak in Anhui.In addition,when promoting high-quality economic development,regional cost advantage is also restricted by the threshold of market integration level.When the level of market integration is low,it can promote high-quality development of urban economy by creating cost advantage.However,with the continuous progress of market integration,especially after breaking the threshold of high value,the advantages and endowments of various regions will be continuously excavated and superimposed,and the dominant benefits of cost advantages in the integration region will be weakened,resulting in its role in promoting high-quality economic development becoming less obvious.Fourth,the institutional integration of the Yangtze River Delta can promote high-quality economic development.The institutional integration of the Yangtze River Delta can not only directly drive the high-quality economic development,but also indirectly promote the high-quality economic development through the promotion of regional government cooperation.However,only the institutional integration of Zhejiang and Anhui provinces can exert the two effects simultaneously,while the institutional integration of Jiangsu Province can only promote the high-quality economic development through the indirect effect.Moreover,by comparing the three provinces of "Jiangsu,Zhejiang and Anhui",it is found that the promoting effect of institutional integration on high-quality economic development is the strongest in Zhejiang,followed by Anhui and slightly weak in Jiangsu.In addition,institutional integration can promote the high-quality economic development of existing cities,new cities,large cities and small and medium-sized cities through direct effect and indirect effect of promoting regional government cooperation,and the direct effect is greater than the indirect effect.By comparing the types of cities,it is also found that the promoting effect of institutional integration on high-quality economic development is significantly stronger in existing cities and large cities than in new cities and small and medium-sized cities.Fifth,the empirical results of comprehensive impact also show that the integration of the Yangtze River Delta can significantly promote the high-quality development of regional economy.In the effect of the integration of industry,market and system enabling the high-quality development of urban economy in the Yangtze River Delta,the industrial integration plays the strongest role,and the market integration,as the environmental support,can also promote the high-quality economic development by promoting industrial integration.As an institutional guarantee,institutional integration can promote high-quality economic development by promoting market integration and industrial integration,but the indirect effect of market integration and institutional integration in promoting high-quality economic development by promoting industrial integration is only significant in large-scale cities,while in small and medium-sized cities,they can only rely on their direct effect.In addition,the effect of industrial integration in driving high-quality economic development obviously depends on the development level of regional institutional integration and market integration.In the cities with high institutional and market integration,the promoting effect of industrial integration on high-quality economic development is more obvious,while in the "double low" cities,the promoting effect and significance of industrial integration on high-quality economic development are significantly reduced.Further research shows that the driving effect of industrial integration on high-quality economic development is also influenced by the synergies of market integration and institutional integration,which is manifested as the double threshold effect of the interaction of market and institutional integration.Moreover,when the interaction of market and institutional integration is small,the promoting effect of industrial integration on high-quality economic development is not significant.With the increasing of their interaction,the positive driving effect and significance of industrial integration on high-quality economic development are obviously enhanced.Finally,based on the above research conclusions,specific suggestions are put forward from the following four aspects: forming the inter-regional industrial spatial linkage system in the Yangtze River Delta,breaking the market segmentation in the Yangtze River Delta to open up the key blocking points of economic cycle,breaking the "separation barrier" of the administrative division in the Yangtze River Delta to build the "blueprint for co-governance",taking into account the integration of the industry,market and system in the Yangtze River Delta to give full play to the efficiency of "integration".In order to provide the basis and reference for realizing the higher quality integration of Yangtze River Delta and giving full play to the efficiency of its enabling economy high quality development. |
