For the ODE SEIR model the basic reproductive number R0 is obtained. It is shown that the disease will die out if R0 is less than one and the disease will persistent in the population if R0 is greater than one. The theoretic results are verified by the data in Anhui province. For the pulse SEIR model with pulse vacation, the globally asymptotically stability for the disease free periodic solution is proved. The maximum length of pulse vacation is obtained.
