South China Sea is the most abundant ocean that contains plenty of marine resources and has strategic significance for the national defence. The reasonable utilization of the marine resources, the effective utilization of the maritime space and the marine ecological environmental protection, the keep of ocean rights are all rely on the general management of marine information. As to now, the research of Marine Geographical Information System is still on the preliminary stage inside and outside. There are still many problems to improve both in theory and methods. This paper presents the construction of South China Sea information system.This paper studies with emphasis the environmental and resource factors directed by the thinking of software engineering, using the component GIS software MapX4.0 and the object oriented programming tools Visual Basic6.0 together with MatlabS.3 as tools to develop the SCSGIS.This paper mainly illustrates the design of general frame and the data management and organization, information classification and coding, database construction, the development of the applied models and the integration of the GIS and applied models. Some of the key technologies of SCSGIS, such as 3D visual technology, the protraction of the topographical profile and the fusion of multi-geo-data are analyzed.In a word, the research does some useful and meaningful try in SCSGIS both in theory and technology and has some creativity of analysis of SCS studies on modern GIS technology (especially incomponents technology) which will help to promote the development of the theory and technique of MGIS.
