Road, one of the basic traffic facilities, directly concerns the development of national economics. Since the Reforming and Opening-up, the rapid development of road construction of our country has made the management level of the road unable to meet the need of development of the road. Applying GIS (Geographic Information System) technique to the road construction and management of our country is a high-efficient and important foundation works of building the backbone of national road of our country and is one of the important means to push road construction and management into modernization.After making a general survey of the present road GIS systems, this paper finds that the majorities of the application systems are all of rudimentary distributed structure based on sharing files. Data are deposited in the server and managed in unison by spatial database system, on the customer end desktop GIS carrying on the remote file calling. The main problem is that the ability of transaction of this kind of system is heavily relied on the server, which means low efficiency and high costs and complicated operation unsuitable for the common.World-wide Internet high-speed development makes the WWW (World Wide Web, Web) become a high-efficient global information issuing channel. Building road Geographical Information System based on Web technique can effectively overcome the drawbacks of traditional road GIS, reduce the cost of system, minimize the difficulty of operation, guarantee the newest data availability.After systemically analyzing the domestic and international application of GIS, this paper applies Web technique to road GIS, adopting the Object Oriented Programming method and ActiveX, MapXtreme component, Visual InterDev, Visual J "^for application developing , page editing tool FrontPage, Relation database SQL Server, script language VBScript. Finally, this paper has based on Web, developed the road GIS of Henan Province. Here is the groundwork of this paper:1. After analyzed the development history, current situation of application and existing problems of the domestic and international road GIS, this paper points out that it is meaningful to apply Web technique to road GIS and develop road WebGIS. The three system of road Information System are GIS, Global Positioning System (GPS), Intelligent Transportation System (ITS), which crosses and influences one another and will finally integrate into a unitary system of intelligent management high working efficiency and powerful function in this digitalization, informationization era. Not only applying Web technique to road GIS is the development of traditional road GIS, but also an important link in the process of pushing the road Information System to intelligent road Information System.2.This paper reviews and views the GIS's development course of GIS Modules - Integrated GIS- Modular GIS - Core GIS - WebGIS , pointing out that WebGIS is the developing direction and inexorable trend of GIS. The development of GIS is in agreement with the progress of software system structure from the host computer type , to C/S( Client/Server) distributed calculation type until B/S of ( Browser/Server).3. On the basis of the network and Internet technique, this paper analyzes and compares various kinds of implementation method of WebGIS: Common Gateway Interface (CGI), Server API, Plug In, Java Applet, ActiveX technique. Finally the conclusion was drawn that in the present stage and under existing condition, the implementation method based on ActiveX is the most suitable way to build WebGIS system.4. According to the characteristic of road engineering, this paper proposes system overall design plans and analyzes the function of each part of the system. This paper choose the Maplnfo MapXtreme component based on ActiveX as GIS's basic platform, and analyzes the working characteristic and working way of MapXtreme.
