With the traction of social needs and the development of technology, GIS has rapidly developed in technique and application since it was brought forward in 1960s.It is understood and comprehended more. GIS is an especial and important kind of spatial information system, and its function is collecting,processing,memorizing,analyzing,describing the whole or partial surface of the earth . Actually GIS focuses on processing spacial data based on computes. Without spacial data in computes, GIS will be water without a source and will be worthless. Because the ways of collecting data are various and the means of processing data are complicated, data is the most exorbitant part of GIS and is approximate 70%~80% in the cost. At the same time, with the development and popularization of Internet, data share has become inevitable. There is no exception, GIS has extended from purely geography and is inosculating with IT. Thus, Data is blood of GIS. The organizing, integrating and managing means of data will directly affect GIS.In this paper, the technique of processing spacial data and constructing database is reached. The contents include: â‘ the technique and means of spacial data before coming into database. It is composed of selection of data source, selection of scale, collection of and disposal of spacial data. Thereinto, pre-disposal comprises clearing up the surface of maps, transforming projection, emending geometrical errors and jointing adjacent maps. â‘¡the construction of database. It is composed of the logical and physical design, the link between spacial data and attributes data, the platform, the maintenance and update, the control on quality. On this basis, a procedure is brought forward to ensure GIS's success.
