The Zhejiang Province is one has fast speed of development for economy in china, and especially the development of economy for coastal area is more rapid.This region include Hangzhou,Shaoxin,Nmgbo,Taizhou,Wenzhou. With the high speed of development for economy, this place need more land then ever. The area of cropland for this region decreased from 736913ha.in 1990 to 719574ha in 2002 with the land use of industry and construction. This years more and more economy development region,college city and real estate were set up in this region. These place impropriated a lot of cropland. In the face of this austerity situation we must establish policy to protect the restricted land resource.This research will describe the evaluation of cropland grade for coastal area of Zhejiang Province is based on rational using and protecting of cropland. The system provide technical support for department of agriculture and land management. Main contents of the study are:This research will describe the evaluation of cropland grade for coastal area of Zhejiang Province by using index summary model. The parameter of the model include soil, irrigation, physiognomy, region and type of land using. The evaluation is based on rational using and protecting of cropland. The author get the score of the parameter of the model through Stratification analysis method. This method solved the problem of weighing parameter by using computer and it can represent the trend of gradual change and fuzzy characteristic on the model. This method enhance the logicality and rationality for the evaluation. The elevation system of cropland grade for coastal area of Zhejiang Province based on WebGIS was developed by using this model. The system provide technical support for department of agriculture and land management.This paper also described how to design the system of statistic data for coastal area of Zhejiang Province based on Web. This system was designed by using Microsoft? SQL Server? and Microsoft SQL Server Reporting Services technique of the Web. The system integrate the data of population, economy,cropland,soil resource and tidal flat resource for coastal area of Zhejiang Province. The system gives the support of data to the the evaluation of cropland grade for coastal area of Zhejiang Province. The reserch achievements are as follows:1. The elevation system of cropland grade for coastal area of Zhejiang Province based on WebGIS. The system was based ArcIMS4.0 by modified the script of the software. We also use the asp technical tothe system. The DBMS(data base management system) is Microsoft? SQL Server? 2000. The engine of spatial data is ArcSDE. The data report Services of this syetem is Microsoft? SQL Server? Reporting Services. The environment of develop is Microsoft Visual.Net2003. All of these services were build on the Web.2. The system of statistic data for coastal area of Zhejiang Province based on WebThis system was designed by using Microsoft? SQL Server? and Microsoft? SQL Server? Reporting Services technique of the Web. The users can get this information through the Web and data subscription. The system supply the basal data and technical support for the coast management on effective using and integrated management coastal resource. The paper also discuss the feasibility of building the data center for the coastal area of Zhejiang Province and achieving the aim of dynamic, Real-time and net coast management.3.
