With the proposition of digital world concept and development of digital construction, WebGIS as a core technology is developing rapidly. The application of WebGIS has extended to every aspect of GIS application area. Now WebGIS has become a popular using tool. But there are still some problems, such as unable to realize cross-platform and interoperability of heterogeneous spatial data, and unable to share data and function resources. With the appearance of web service, it provides an opportunity for WebGIS development from system and function to service and application and also provides a new method for solving traditional WebGIS problems.The paper, based on the research on the construction of Web GIService and disposition scheme, proposes a solution that building campus Web GIServices based on ArcGIS Server. According to the construction background and requirement analysis of campus Web GIServices, general frame of campus Web GIServices is designed based on ArcGIS Server. The combination and storage of campus spatial data and attribute data are realized by ArcSDE and Oracle database, and then campus Web GIServices subsystem of Central South University which is based on .NET and ArcGIS Server is developed.According to the problem of slow transmission and display speed of web map service under B/S model, the paper uses high efficient map caching mechanism in server side in the process of building campus Web GIServices. Real-time dynamic rendering map service is replaced by static tile map obtained from caching in client side, which can avoid frequent access to data server and improve the response speed for users to operate map. In the process of system developing, the paper uses ESRI-Ajax technology to realize map data transmitting and getting according to need, which can reduce data transmission quantity between networks. The combination of map caching mechanism and ESRI-Ajax technology greatly reduces the burden in server side and improves the interaction efficiency between server and client, which promote the whole performance and application value of campus Web GIServices application subsystem.
