At the present time, automatic system of hydrologic data collection and transmission has achieved great progress. Wireless communication technologies and remote sensing technologies and remote monitoring technologies have been widely applied to build the system of hydrologic data collection and transmission for flood prevention. With the rapid development of Internet/Interanet technology, the system integration and internet become the latest trend of information system development. Web-based information collection, transfer, store, exchange and publish technology provide new ways for flood prevention system. WebGIS which combine the web technology with GIS is a new and revolutionary technology. We can access the water and rainfall data information from any node on the internet, and operate the spatial queries and general spatial analysis, and plot thematic map. WebGIS has important assistant effect for the flood prevention and disaster mitigation.This study was supported by key project of Scientific and Technical Planning of Zhejiang Province and project of information construction for flood control and drought fighting. Zhejiang province water and rainfall information system, which developed by the advanced WebGIS technology and visualize expression of GIS, can publish the water and rainfall information. This WebGIS system can provide the function for water and rainfall monitoring and warning, and the assistant aide for management decision-making.The main study content and results are listed as follows: 1, WebGIS theory analysisWhat's WebGIS?
