The aim of Urban Foundational Geographic Information System is to optimize the management of the spatial data, provide the credible and efficient service of the geographic information for the customer, and raise the people's work efficiency, by making use of techniques of the computer, database and the network. As times go on, the Geographic Information System has already affected the every trade, playing an important role in people's live. Taking the present condition of the Urban Foundational Geographic Information System as the background, we carried on the development of the Foundational Geographic Information System of the Zhuhai City. After having analyzed the problems that existed in the Foundational Geographic Information System of the Zhuhai City, and realized the customer's need in detail, we made sure the C/ S structure of the system, and chose to use the ArcSDE to manage the spatial data, and basing on the MapObjects controls, adopted the VB language to carry on the development of the functions of the client end of the system. After detailed design process, we entered upon the realization work of the system. We ducted the spatial data into the spatial database first. Making use of the functions that these modules provided, we carried out the comprehensive functions of management, manifestation, search and modification etc of the spatial data, including the vector data and the grid spatial data, and the normal attributes data. The MapObjects did not include the national standard symbols which were used to show the geographic element, but provided the way for users to create symbols freely. In this way, we created the standard symbols we needed. Because the MapObjects didn't provide the function to analyze the three-dimensional terrain, the system couldn't achieve the customer's need completely. We carried on the research and development of the module which could display and analyze the three-dimensional terrain, not basing on the MapObjects . We drew out the elevation data from elevation control points, and made use of the regular square grid to display three-dimensional terrain. Currently the system has already been on the test-run stage. The result of test run show that with its rationality of the structure, credibility of the running and integrity of the functions, the system can resolve many problems existing in the old system, and can attain the request that customer put forward.
