In China, the major source of energy is coal which accounts for more than 70% in the energy structure. The coal industry, which is the backbone of national economy, plays a critically important role in the economic development. However, due to the mass-exploitation of coal, the ground in areas like Shanxi, Huaihe, Shandong, and Xuzhou has begun to sink in great proportion. The sinking has severely damaged the local ecological balance as well as the earth's surface including plantation, buildings and roads. It has also seriously affected the continual utilization of the plantation resource and obstructed the community, economy and ecological environment of the mine areas from continual development. How to improve the environment of the mine areas during the period of coal producing will make a great difference in the continual development of the coal mines.The article dissertates the influences of the exploitation of mines upon the geological environment and summarizes the land reclamation models home and abroad. Based on this, the article makes a study on the programming to treat the geological environment of the mine areas and develops the Information System for the programming. Based on the GIS, the system is oriented to the OA management. It can effectively integrate the information in charts and letters. The programming management is modernized, and programming information is visible, so that the programming management is improved. The system can also conduct various applied analysis and decision-making, which benefits the continuable development of the mining areas. The system has been applied to the treatment programming of the geological environment in Pei county of Xuzhou and positive effect has been obtained.
