This paper is based on the public welfare project "the research and demonstration ofvillage land reclamation of the technology integration in Northern district"(201111015)from Ministry of land and resources, which is under the topic "the research anddemonstration of village land reclamation of the key technology integration in coal basedistrict "(201111015-04). using the theory and the method of GIS and the technology ofsecondary development and other related knowledge like the village land reclamation,land consolidation planning, to establish a assistant system of village land consolidationplanning based on GIS in the coal intensive areas, in order to achieve the goal of aidedplanning and earthwork calculation and other functions in consolidation area.This paper first introduces the background, purpose and significance of this research,then applies the idea that set up the reclamation planning assistant system of coalresources area with secondary development technology and ArcGIS platform which isbased on summarizing the related research results of land consolidation and developmentand applications of geographic information systems. With the analysis of the traditionalmethod of the land consolidation in the village of coal intensive District, theestablishment of village land reclamation planning assistant system in coal intensive areais proposed, which is to explore the feasibility of constructing the land consolidationplanning auxiliary system, and design the structure and function of the system. Andfinally the system was divided into five big modules, the extraction of contour lines tool,water and coal pillar recognition tool, land consolidation area partitioning tool, fielddivision and earthwork calculation tools as well as the field excavation update tool.Finally, the paper taking the example of " the consolidation project of village landreclamation " in Xigao Village, Shanxi province to study test and demonstration of thesystem, analysis the present situation of the local land use in the base period of2010, aswell as the main existing problems in land utilization, reflect the necessity of landconsolidation; after using the hydrological analysis to extract valley and ridge lines andpartitioning the land consolidation area, complete the field division and earthworkcalculation. The empirical results show that:(1) With secondary development technology of GIS,we can build the professional applied geographical information system which is appliedto land consolidation planning, to save time and cost in land consolidation planning work.(2) Compared to the traditional method and mode of land consolidation planning,auxiliary system can be more rapid, effective to analysis consolidation area, to layout thefield, to develop a collaborative development model.(3) Using planning assistant systemto design the field and calculate the earthwork, breaks the traditional mode which separatethe graph and the data, makes each field has their own earth property, and the earthworkcan be updating and calculating according to the designed elevation adjustment.
