Mineral water resources in Baishan city has a high quality and greatquantity due to its physically geographic, geological and hydrogeologicalconditions, which plays an important role in meeting demands of people's lifeand developing economy. Scientific management of water resources must bestrengthened in order to develop and protect water resources in a betterdegree.We not only exploit and utilize it, but manage and protect it, only inthis way can we make it produce the best economical, environmental andsocial benefit and realize its sustainable development. Department of Land andResources of Jilin province set a project"Mineral Water ResourcesManagement Information System in Baishan City", this project is completedwith Jilin university as undertaking department and Department of Land andResourcesof Jilin province as assistant .The system takes GIS as a basically technique supportive platform.Firstly,it develops GIS universal function of managing the spatial orientation data.Secondly, some especial functions that users demand but GIS doesn't possessare accomplished by writing specific code in VB. Then a powerfullycomprehensive function is realized after integrating the above two. In addition,the system applies Premiere 5.0, Photoshop 9.0 and other softwares,whichmakes it has a multimedia function. Thus a powerful and fast natural mineralwater resources management information system is established."Rapid prototyping" is applied to the system's development, which meansinputting a small quantity of manual efforts, material resources, building anoriginal model which makes users read its general picture and primary effectand providing modificative advice, then the researcher make it perfect, hereina satisfactory system is achieved after repetitious work.This system has many functions as follows.Firstly, the system has a identify function, users can see each mineral'sattribute through "mark" tool on the electronic map. When users click anyspring point, all attributes related are displayed on the screen, which includesthe name, chemical component, allowable exportation, exploration department,development department, and so on, all together is 51 items.Secondly, it has a powerful query and search function. The system has afunction of multiple attributes of any range which spreads all the mineralspring and its attributes. There are two methods to query, single and multiplecondition query, the former refers to querying all the attributes through theserial number or the name of a mineral spring, which demands that the givenquery condition is accordant to the practical mineral's number or name.Therefore, it's also called precise query. Multiple condition query means thatusers can offer many conditions with different range. The system will query allmineral springs meeting query conditions and display their attributeinformation on the screen. Users can read and print the information. Inaddition, the system can query other information related to mineral spring,such as national, provincial and industrial policies and statutes.Thirdly, it has a colorful multimedia function. Users can click the mineralspring point and read the description picture and video record, which makesusers acquainted with the mineral information in a pleasant atmosphere.Fourthly, it has a function of selectively printing and outputting. Thesystem can print any result on the screen, also can print selectively whichmeans user can print the attribute in which they have interests or all theattribute of a single mineral spring.Finally, it has a function of controlling electronic map, which includesselecting map layer, expanding and contracting map, map browsing, full mapdisplay and "eagle eye" function.Many softwares are applied in developing the system. MapGIS6.5,ArcView 3.3, ArcMap and Arctools are used to build map attributedataset.Photoshop 9.0 is used to deal with pictures, premiere 5.0 is used to dealwith video record and the multimedia database is built. Some special functionsarerealized by VB programs.The characteristic techniques of the system are as follows.Firstly, the system realizes the precise and fuzzy query through single andmultiple condition query. Fuzzy query can fulfill compound query of multipleattribute conditions and any range, and meet the demands of user's diversequery.Secondly, its colorful multimedia function is realized through utilizingmany softwares. Users can click the mineral spring point and read thedescription, picture and video record.Thirdly, the system not only can print all the attributes of a single mineralspring also selectively print the attributes that meet certain query conditions.These characteristic hasn't been seen in past natural mineral water resourcesmanagement information system.All in all, the system realizes the storage and management of spatial andattributes data of mineral water resources in Bai-shan city, develops manycommercial software, writing a specific program in VB, which makes it haspowerful query function, profuse multimedia and practical connectioncomputer.At the same time, a great quantity information of mineral springs are inputinto the system, the original data are compiled a electronic document ofmineral spring water information is built. 500 thousand words are compiledand arranged. Over 10 thousand words are input into the system. More than 10thousand rows computer program codes are written. 18 interfaces, 6 modules,5data design implements and 10 DLLS are made.
