Study On Problems And Countermeasures Of Rural Water Resources Management In Xiangtan City

As an important part of rural revitalization and development strategy,rural water resources management plays an important role in the development of farmers’ contentment and agricultural production.Xiangtan city,as an important grain producing area and pig supply area in central China,pays more attention to the management of rural water resources in order to guarantee the food supply and the development of breeding industry.Since 2011,xiangtan to improve rural governance of water resources security mechanism,and encourage the market power and guide the social public,rural water resources management presented a boom: agricultural water saving development is rapid,improve rural water ecological environment,rural drinking water safety guaranteed,governance foundation to further consolidate masses.However,in practice,there are still some governance problems in Xiangtan,such as the low level of grassroots water conservancy management personnel,the lack of grassroots financial investment,the lack of effective supervision of rural water conservancy projects,and the slow progress of water-saving rural construction.The reasons are mainly reflected in the current water pipe system at the grassroots level of Xiangtan has not been straightening out,the water conservancy personnel training mechanism is not perfect,the investment enthusiasm of market forces is not high,farmers’ awareness of water resources protection is not strong.In order to promote the better development of rural water resources management in Xiangtan,this paper puts forward countermeasures for rural water resources management in Xiangtan based on the multi-center governance theory: first,to straighten out the water resources management system of the grass-roots government,establish and improve the talent training mechanism,guarantee the financial investment in water resources management and other measures to strengthen the dominant position of government governance;Second,by optimizing the business environment at the grassroots level and innovating the PPP model,market forces will be stimulated to invest.Third,strengthen the supervision of water conservancy construction market to ensure the orderly development of rural water resources management;Fourth,strengthen the publicity and education of rural water resources protection and innovate water-saving incentive measures to enhance farmers’ awareness of water resources protection.
