Study On The Performance Evaluation System At Coal Hydrogeololgy Bureau Of China

With the market competition becoming even more fierce, the performance evaluation system is respected as one of the most important approach to more and more enterprises' management as is happening at Hydrogeology Bureau, though a geological prospecting institution it is, it is going to the market in recent years. In view of the changing environment the Bureau is facing and its management structure in operation, a systematic study of its performance evaluation system is made based on the literature review of the researches in both China and abroad with the conclusions as follows:First of all, the aim and principles of the performance evaluation system of the Bureau are presented and its index system is designed with the application of balanced score card, based on which and the KPI principle, 6 indexes of economic performance and 4 indexes of management that are decisive to the economic development of the Bureau are selected as the basic evaluation indexes, what's more, the methods of subjective experience, times weighting and weighted analysis are applied to re-design the weights of every index to construct the performance evaluation system for the operating unit and its management.Furthermore, in the light of the insufficiency of the rigidity in the design of the evaluation indexes for the departments and their managements of the Bureau, the principle of omnibearing evaluation is applied to re-design the evaluation indexes for them where the basic standards and strengthened standards are designed respectively and all the standards are rigidly processed, thus forming the performance evaluation system for departments and their managements.What's more, the performance evaluation system for the staff members of the Bureau is designed based on the aforementioned works and the relatively advanced evaluation methods...
