This paper developed a new approach to improve GPS carrier phase measurement, for the purpose to reduce the ambiguity integer value or use it in time transfer technology.Between two stable frequencies with special relations, there are stable variance rules in their phase correlations. These rules have broken the limit in previous application of time and frequency. And the reverse application denoting time with frequencies correlation is achieved.The ambiguity resolution is one of the primary problems in GPS carrier phase measurement. The traveling distance of signal having been received as a satellite passes over the receiver consisting of an integer N of cycles and a fractional number part of a cycle. Actually, we can only measure the fractional part, but not the number N. Therefore there are an ambiguous integer number of cycles in carrier phase measurement. Traditionally, people use some estimation algorithms to estimate the ambiguity and then fix it to integer values. Because to high GPS carrier frequency and short wavelength, the ambiguity is a very large value, it is difficult to process the data in the estimation and the device may be very complex. The method proposed here using the intrinsic feature of two carrier signals, not needing any other information in addition, can transform the ambiguity to a very small value by several decads times, and then make the ambiguity resolution very simple.Additionally, the regular changing of the phase correlation between two carrier signals shows some accurate time information. If we ameliorate the receiver properly, picking up the time information, then this approach can be used in time transfer using GPS carrier phase measurement technology. As a result, the trouble to modulate time signal onto the carrier will be removed, and low cost of the device of time transfer can be achieved. So this is an advanced technology with great application value in the fields of time transfer and positioning using carrier phase measurement technology.
