Nowadays, the basic geo-spatial data such as DLG, DEM, DRG, DOM (4D), and Metadata, managed by Survey Departments in our country, have gradually changed from CAD files or image files to management in full GIS. Basic geo-spatial data have the characters of super-massive and vector raster incorporation. So, this paper designs and implements a basic geo-spatial data management system, using the latest GIS technology. In this way, we can solve the problems in data management and data share.The seamless basic geo-spatial database is built logically and physically in the light of standardization. It is organized with Geodatabase model, memorized and managed in large relational database Oracle, and operated through ArcSDE and DBlink as their middleware. At the same time, temporal GIS mechanism is built to realize the dynamic and uniform management in historical and realistic database.Based on the above research, the paper brings forward a scheme of designing and implementing a basic geo-spatial data management system. It's developed with Visual C++ and based on ArcEngine, which is the embedded component of ArcGIS. It has provided a series of geo-spatial data management functions for massive basic geo-spatial data, for example, database building, exchanging, topology examining, querying, statistic, data drawing, cartography and analyzing. It's a dynamic management and service platform of massive geo-spatial data, orienting industry application.It's proved that this system has already been used in Jinhua City's basic geo-spatial data management better, changed the traditional data management based on CAD files or image files, built a basic geo-spatial database of which 4D data are at core, and realized the spatio-temporal management and sharing of muti-sourse and muti-level geo-spatial data in a better way. In all, the perfect spatial information services are offered to Jinhua City's construction and management.
