With the continuous development of our country’s economy and accelerating urbanization process, the area of agricultural land has been reduced year by year, the quantity of non-agricultural land has increased dramatically, which leads to the increasingly prominent contradiction between supply and demand in China. In order to promote the rationality of land use planning, improve the efficiency of the audit work, standardize the operation process, and build a scientific and rational land use planning and management system to optimize the allocation of land and resources has important practical significance.At present the GIS technology has occupied the main position in the land work, which plays a unique role in the big data processing and land service space analysis. Although some land departments have already taken the GIS technology as a foundation and established the management system of land-use planning, these systems have only satisfied the single handling of traffic, which is not perfectly in the service flow and the role assignment,and it needs further to promote analysis and memory for the large amounts of data. Therefore establishing a section function to be more perfect, the efficiency higher land utilization plan management system management system is imminent.Based on the current land-use planning service, this paper puts forward the practical business system as the main line of development taking planning data as the system foundation, taking the service class as the design concept, taking realize the high efficiency handling of traffic and the science assistance decision-making function as the development idea. This design with ESRI’s ArcEngine component as the system development platform, with C# language as a system development language, with PostgreSQL as database to store data, which promotes the development efficiency and the system’s stability. PostgreSQL as database to store data, in order to improve the efficiency of development and the stability of the system. The system is designed based on the "flows the thought in the work". It guarantees the sequence of operation simplification, and all data processing process, analysis process, data transformation and so on are in the background processing, the operator only needs to select the work step could obtain the processing result lightly in the client side. The design of client side sequence of operation is same with the daily work flow match case. Each sequence of operation is connected. It can carry on next step until last step was completed, which avoids the operator jumps-like operation, and guarantees the integrity of date and the rigidity of work.Not only the system on the functional design has meet the functional requirement of office automation, but also has satisfied the needs of the land-use planning managers for the data editing, spatial analysis, spatial inquiry and so on. This system also increases functions and so on document management, jurisdiction management, database operation and renewal so that it could assist program managers to finish the work better. The design based on the workflow makes the system function more perfect, the service clearer, and provide the land-use planning administrative personnel better service.After the implementation and practice for the prototype, because of the good user interface,complete function operational stable, strong usability and compatibility of the ArcEngine land-utilization plan management system, not only has realized the inquiry retrieval function, but also realized the functions that GIS platform analyses, retrieves, and reveals the spatial data analysis, and assists planning and administrative personnel to realize the repair arranges of plan. It also can help managers to complete the work of editing and revision. The system provides data support for the land department operations. This system has realized unified management about the documents and planning results. It can meet the requirements of the users for the data and planning results. It is convenient to manage projects uniformly. The realization of the system uses the GIS component development technology, it gratified the needs of the user’s individual, the promotion and development of land information system has a promotion effect.
