With the development and popularity of network technology, network teaching emerged and is playing a more important role. Around the whole world, as early as in 1996, American President Clinton had required that before the year 2000, every classroom and library in the US can access to the Internet. From 1989, Britain has started a revolution in the field of teaching model, teaching content and teaching organization integrating computer, multimedia and remote communication technologies in the teaching of high schools. Based on the research of the physics experiments teaching model in recent years, this paper starts from the relationship between physics experiment teaching model and the general teaching mode and find out the root of the slow progress of the physics experiment teaching model revolution. Aiming at the inadequacy of the existing teaching model, it proposed a problem-based university physics experiment network teaching model.Under the guidance of system theory we established an open teaching system and using Dale's "The Cone of Experience" as the prototype, we developed experimental physics teaching strategies; Anchored teaching model as the prototype, new links in physics experiments teaching are derived: it creates physical problems situation, designs multiple interactive teaching system so that the students can do experiments, reflect, explore, and evaluate in the visual lab; it also designed the network learning environment of university physics experiments including the analysis of the learning environment element and the design of Learning Support. In addition, it also studied the changes of teachers'roles in this model and determined the evaluation system.This new network teaching model has been used in the lesson "the design, making and the calibration of the universal meter". We analyze the learning content, learners, objectives, teaching activities, teaching strategies after which it's implemented, concluded and discussed. The focus is on the development and design of university physics experiments teaching model. Combining the experience of university physics experiments teaching under the traditional model, the exploration and research are also carried out in respect of the quality and implementation of the traditional and new model.
