With the rapid development of IT and the accumulation of basic data of meteorological field, The demand of lightning advance warning service which is closely related to economy and social safety has become gradually plentiful, Manifestations diversification, Service Specialization, Therefore the regional lightning system, which is especially important and pressing for key professional user has become necessary. It has great realistic significance and it is the higher demand of lightning protection and disaster reduction, ensuring the safety of property and personal and building a harmonious society.Based on modern computer graph technical and database technology, Geographic Information System (GIS) has been a new subject which had been formed from many subject such as computer science, geography, measure, cartology etc. Now, GIS technology has been applied in various levels and different field, the lightning advance warning based on the GIS is a new research direction in the field of meteorological forecast, but there is still some problem to be solved, we need a visual analysis method combining space data to carry out the value calculation in space scope and verify the forecast result intuitively at the same time.This paper is based on Hunan Lightning Advance Warning Integrated Service Platform(LAWISP) project. We referred to related software and theories of GIS, compared and analyzed the advantages and disadvantages of difference secondary development modes of the applied GIS, introduced some key technologies in GIS development, and determined the MapX as the GIS platform to develop the system. According to the mode, we gave the system structure design and database design, researched the integrative search technology for non-spatial and spatial data of lightning, realized the key technologies of lightning advance warning comprehensive service application platform, such as real time receiving and displaying of lightning location data, region integrative search and statistic for non-spatial and spatial data of lightning, and analyzing and displaying of radar and lightning location data.Now, the LAWISP which was based on MapX component and developed by Delphi programming tool, was checked and accepted by the related management information department and got some social effect, and gave a solid foundation for applying GIS in this field.
