A Study On Disaster Assessment And Grade Classification Of Grassland Snow Disaster In Xilinguole League Of Inner Mongolia

The grassland snow disaster general comes rapidly and violently, covers a large area, lasts for a long time, and usually makes serious loss to the pastoral livestock production. Since the disaster information is difficult to obtain, there is few grading study on the grassland snow disaster both at home and abroad, and the indicators are vary from each other, so they mostly assess the grade of the disaster by integrated the meteorological factors with the disaster factors, there is few pure assessment on the loss of the disaster, therefore there isn't any unified system of standards and indicators on the assessment of the grassland snow disaster.The Xilinguole League pastoral area in Inner Mongolia is the region where the grassland snow disaster happens frequently. The regions research on this paper includes 12 banners of the Xilinguole League. From the theory of regional natural disaster system, it can know that the disaster is a product of hazard formative factors, hazard formative environment and hazard affected bodies. Based on the theory of regional natural disaster system, this paper analyzes the formation mechanism and spatial and temporal pattern of grassland snow disaster during 1960-1980, and based on it, using 12 stations'data, considering the disaster factors of causing grassland snow disaster, with the help from the viewpoints of integrated meteorological and climatology, natural geography, disaster science, lawn science, management science and so on, based on the Geographical Information Systems (GIS) technological, the method of grey fixed weight cluster, the analytic hierarchy process (AHP) and equivalent line method, design the assessment indictors system and assessment model of the grassland snow disaster, and make disaster assessment and regionalization of the Xilinguole League of Inner Mongolia and drawing the corresponding zoning map by GIS. At last, the defense management countermeasures of grassland snow disaster are proposed based on the above-mentioned research results.The results of this study provide the scientific reference for government agencies to prevent the disaster, mitigate the disaster and relieve the disaster, and will promote the humanity'understanding and management level of the grassland snow disaster, so that it can provide an effective safeguard for the sustainable development.
