Marine resources and the marine environment are the two major themes of the marine cause. Research, development and use of marine resources, protection of the marine environment is inseparable from the ocean observations. The marine observation equipment is the tool and method to implement marine observation. Oceanography data are not only the primary result of marine research but also an important base for marine development. Ocean current is one of the important elements of marine hydrology. Real time monitoring and measuring marine current field is the important content of science investigation of ocean. Relying on the project of the National 863 program—the measurement technique of the multilayer ocean current, this paper researched and designed the data receiving and processing system of the Inclinometer Current Meters. The measurement technique of the multilayer ocean current is an exploring subject of the marine technology field, three-dimensional marine environment monitoring techniques in the national high-tech research and development (863) program. It is a new technique of measuring ocean current. The principle of the Inclinometer Current Meters is simple, and it has some advantages, such as convenient operation, small size, low price and easy to promote the use of it. It could substitute for the import current meters, and our country can save a lot of foreign exchange.In this paper, the methods of measuring current and the status of development of the current meter, measuring principle and system design of the inclinometer current meters was introduced simply. It focused on that the hardware circuits design and implementation of the handheld data receiver terminals, the software design of the data receiving and processing system, communication interface protocol design and the current meters'data analysis and processing. The hardware circuit portion of the handheld data receiver terminal used AT89 Series MCU to design. The underwater current meter communicated with the handheld data receiver terminal or PC through the RS-485 serial port. The handheld data receiver terminal could display the real-time current meter's data, and could control the underwater current meter how to work. The data receiving and processing system software is programmed using Visual C++ and C/C++ languages. It mainly controls the underwater current meter how to work, and receives, storages and processes the current meter's data. The software system has a friendly man-machine interface. Users can easily control the inclinometer current meters measurement system through the software. Experiments in the laboratory and the field show that the system could achieve all the design targets in stableness, precision and automatically sending and receiving, storage and processing data with an interface that is easy to practice and extensible and it can receive data correctively and get a credible result after processing.
